Since 2013, the OSCE Mission to Bosnia and Herzegovina (the Mission) has been engaged in combatting hate/bias-motivated incidents and crimes in Bosnia and Herzegovina (BiH) through support provided to the Coalitions against Hate (CaHs).The objective of these interventions is to Achieve greater cohesion at local level through sustained engagement of civil society actors and increased engagement of local public officials in implementation of locally designed community cohesion plans, contributing to the overall Goal of the Programme: To promote stability and reconciliation in BiH by developing systems of governance, justice and education that uphold human rights and the rule of law. The CaHs are informal associations established with support from the Mission to assist BiH citizens, as the ultimate stakeholders, in: a) preventing hate and bias-motivated incidents and crimes; b) providing a response to hate and bias-motivated incidents and crimes, when such take place; and c) developing and promoting mutual understanding, respect and social cohesion in local communities as alternatives to hate.Currently, the Mission is supporting 20 active CaHs across BiH (gathering around 200 civil society organizations (CSOs), prominent individuals from the respective local communities, media representatives, religious community representatives/leaders, and youth representatives/leaders), namely: Bratunac, Brcko, Capljina, Doboj, Foca, Gornji Vakuf-Uskoplje, Gradacac, Jajce, Konjic, Livno, Mostar, Nevesinje, Prijedor, Sanski Most, Teocak, Trebinje, Tuzla, Visegrad, Zenica, and Zvornik.
Objective
The Consultant will be ultimately responsible for supporting the Mission in developing a ready-to-implement Questionnaire on Monitoring Social Cohesion Perception in local communities in BiH, through facilitation of an integrated process, involving HDD Democratic Governance Section staff.
Tasks and Responsibilities
1. Acquainting with the context of social cohesion in Bosnia and Herzegovina as an input for design and delivery of tailored workshop – desk review (the Mission will provide necessary material);
2. Conducting pre-workshop assessment of participants on their knowledge of monitoring social cohesion;
3. Designing the workshop in line with specifics of environment in Bosnia and Herzegovina, referring to recommendations from the Report on the External Consultancy “New Instruments in Monitoring Social Cohesion Perceptions” (the Mission will provide the material);
4. Presenting the proposal of the workshop and materials to the Mission for clearance;
5. Delivering a two-day workshop and facilitate engagement of DGS staff to provide constructive input for the questionnaire;
6. Conducting post-workshop assessment of the participants on their knowledge of monitoring social cohesion;
7. Producing the Final Report containing the ready-to-implement questionnaire for local monitoring perceptions of social cohesion, and implementation and analysis methodology.
Expected Outputs/Deliverables:
- Ready-to-implement Questionnaire on Local Monitoring Social Cohesion Perceptions for local communities in BiH;
- Increased knowledge of up to 30 Mission members on social cohesion monitoring concept and CRS practice;
- Final report from the workshops that will include, but not be limited to, evaluation forms, lessons learned and recommendations;
- Other contributions as required.

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
