Background    
     
   

 

The OSCE Mission to Montenegro provides assistance to the host country to institute reforms and further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism.

In 2019, the Mission conducted a comprehensive needs assessment on a more institutionalized journalism training in Montenegro. Media Sector Training Needs Assessment provided an overview of short-term and long-term measures for improving practise-oriented, inclusive and well-structured journalism education in Montenegro. In order to further support the development of clear and structured learning opportunities for students of journalism and journalists, the Mission will support the implementation of recommendations provided by the Media Sector Training Needs Assessment.

The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for a temporary consultancy post of International Consultant for Programmatic Development, who will be working in pair with the Local Consultant for Programmatic Development, to conduct thorough research, which would set the foundations for the programmatic development of a new type of journalism training and research institution. The International Consultant, will be tasked to conduct a complex research and to draft a Report on Programmatic Development thus providing the programmatic foundations for a new type of journalism, training and research institution that involves multiple stakeholders from Montenegro (such as the University, NGOs and the media) and from the international community (such as Embassies and international organizations). The aim is to create documents that would help to develop a functioning entity that provides quality trainings to journalism students and practitioners, and has a positive impact on media development in Montenegro, by providing thorough scientific analysis.

     
Tasks and Responsibilities    
     
   

Under the supervision and in close co-operation with the Media Programme Manager of the OSCE Mission to Montenegro and working in pair with a local consultant, the International Consultant for Programmatic Development will be required to perform the following tasks:

  1. Analysis of the available documents, provided by the Mission (Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model, Comparative Analysis, etc.) which should serve as a basis for further work, preparing a Concept Paper based on written material and drafting a Work Plan, including mid-term and final meetings, of 2 pages maximum, in English language, by 08 September 2020 (work from home);
  2. Organization of a kick-off meeting and consultations in Podgorica with multiple partners and stakeholders in order to present the Work Plan and initiate a brainstorming process, by 15 September 2020 (field visit to Podgorica, 10 days in total, or from home via e-platform depending on the situation in relation to Covid-19*);
  3. Develop a Proposal for Programmatic Partnerships, listing potential international programmatic partnerships and collaborations, of 5 pages maximum, in English language, by 22 September 2020 (work from home);
  4. Drafting a Curriculum of maximum 20 pages, proposing a coordinated, comprehensive, and multiannual journalism-training involving multiple stakeholders, in English language, by 12 October 2020 (work from home);
  5. Drafting a Report on Programmatic Development, that allows for a sustainable and scalable development of a centre over a period of several years, of 50 pages maximum, in English language, based on the documents mentioned above, by 19 October 2020 (work from home);
  6. Finalizing the Report on Programmatic Development, based on the Draft Report on Programmatic Development, with the feedback and comments from the Mission, of 50 pages maximum, in English language, by 26 October 2020 (field visit to Podgorica, 10 days in total, or from home via e-platform depending on the situation in relation to Covid-19*); 
  7. Organizing and delivering final meeting and presentation of the Report on Programmatic Development with multiple partners and stakeholders, in Podgorica, in English language, by 31 October 2020 (field visit to Podgorica, 10 days in total, or from home via e-platform depending on the situation in relation to Covid-19*).

Deliverables:

  1. Available documents, provided by the Mission (Media Sector Training Needs Assessment with Recommendations for Optimal Media Training Model, Comparative Analysis, etc.) analysed, a Concept Paper and a Work Plan, of 2 pages maximum in English language, submitted by 08 September 2020;
  2. A kick-off meeting and consultations  with multiple partners and stakeholders conducted in Podgorica, including presentation of the Work Plan and brainstorming process, in English language, by 15 September 2020;  
  3. A Proposal for Programmatic Partnerships, listing potential international programmatic partnerships and collaborations, of 5 pages maximum, in English language, submitted by 22 September 2020;
  4. A Curriculum of a maximum 20 pages, proposing a coordinated, comprehensive, and multiannual journalism-training involving multiple stakeholders, in English language, submitted by 12 October 2020;
  5. A Draft Report on Programmatic Development that allows for a sustainable and scalable development of a centre over a period of several years, of 50 pages maximum, in English language, based on the documents mentioned above, submitted by 19 October 2020;
  6. The final version of the Report on Programmatic Development, based on the Draft Report on Programmatic Development, of 50 pages maximum, in English language, with the feedback and comments from the Mission, submitted by 26 October 2020; 
  7. The Report on Programmatic Development presented with multiple partners and stakeholders at the final meeting in Podgorica, or from home via e-platform depending on the situation in relation to Covid-19*, in English language, by 31 October 2020.

Necessary Qualifications    
     
   
  • University degree in Media Science, Political Science or Economics;
  • Minimum 4 years of professional experience in the field of journalism education;
  • Professional experience in developing curricula for a media or journalism training and research institution on academic level; 
  • Experience in providing presentations and public speaking;
  • Advanced communication skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Good knowledge of media situation and media trends in the region;
  • Previous experience working with other international organizations would be considered as an asset;
  • Knowledge of the OSCE key documents about media standards could be considered as an advantage;
  • Professional fluency in the English language, both oral and written.
     
Remuneration Package    
     
   

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.

In case the conditions permit, due to the situation in regard to COVID-19 outbreak, and the Expert travels to Montenegro for performing assignment listed under points #2, #6 and #7 of the “Tasks” and “Deliverables” sections of this document, the OSCE Mission to Montenegro will cover all travel related expenses for the Expert: ticket at the most direct and economic route, Terminal Allowances (TA), if applicable, as well as the Daily Subsistence Allowance (DSA) for the number of days spent in Montenegro.
