The OSCE Mission to Montenegro provides assistance to the host country to institute reforms and further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism. In 2019, the Mission conducted a comprehensive needs assessment on a more institutionalized journalism training in Montenegro. Media Sector Training Needs Assessment provided an overview of short-term and long-term measures for improving practise-oriented, inclusive and well-structured journalism education in Montenegro. In order to further support the development of clear and structured learning opportunities for students of journalism and journalists, the Mission will support the implementation of recommendations provided by the Media Sector Training Needs Assessment. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for a temporary consultancy post of International Consultant for Programmatic Development, who will be working in pair with the Local Consultant for Programmatic Development, to conduct thorough research, which would set the foundations for the programmatic development of a new type of journalism training and research institution. The International Consultant, will be tasked to conduct a complex research and to draft a Report on Programmatic Development thus providing the programmatic foundations for a new type of journalism, training and research institution that involves multiple stakeholders from Montenegro (such as the University, NGOs and the media) and from the international community (such as Embassies and international organizations). The aim is to create documents that would help to develop a functioning entity that provides quality trainings to journalism students and practitioners, and has a positive impact on media development in Montenegro, by providing thorough scientific analysis. |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. In case the conditions permit, due to the situation in regard to COVID-19 outbreak, and the Expert travels to Montenegro for performing assignment listed under points #2, #6 and #7 of the “Tasks” and “Deliverables” sections of this document, the OSCE Mission to Montenegro will cover all travel related expenses for the Expert: ticket at the most direct and economic route, Terminal Allowances (TA), if applicable, as well as the Daily Subsistence Allowance (DSA) for the number of days spent in Montenegro. |
