Background    
     
   

The OSCE Mission to Montenegro provides assistance to the host country to institute reforms and further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism.

Valuable media archives (photos, film, sound recordings and text artefacts) that cover many decades of Montenegro’s history belong to the Public Service Broadcaster Radio Television of Montenegro – RTCG.  These valuable media archives are considered to be a significant cultural property and national heritage. It is of great importance to preserve, protect and digitalise this unique material and to make it accessible to the wider public. Securing and re-publishing historical media artefacts could ensure its wide usage and allow for a better historical understanding. In order to make use of this material, it is important to build up archives that are accessible and user-friendly.

The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for a temporary consultancy post of International Consultant on Preservation of Media Archives, who will be tasked to update the existing Evaluation of RTCG’s archive, which consists of the assessments and analysis of RTCG existing archive files, recommendations for a preservation plan and recommendations for a digitalisation plan. The Consultant will be also tasked to identify and elaborate the best software solution that should be used for the archiving processes. The goal of this activity is to support the RTCG in its endeavours related to preservation of the archive files and identifying solutions and future steps in the process of digital files archiving.

     
Tasks and Responsibilities    
     
   

Under the guidance and in close cooperation with the Media Programme Manager of the OSCE Mission to Montenegro, the International Consultant will be required to perform the following tasks:

  • Prepare Methodology and a Work plan of 3 pages maximum in English language, by October 5, 2020 (work from home).
  • Conduct research and data collection, in Podgorica, by October 23, 2020 (field visit to Podgorica, the duration of the visit will be 15 days in total). Working methods should include:  - Regular meetings with RTCG management and RTCG teams responsible for media archives; - On-site studying of the archive materials and current archiving processes at RTCG.
  • Prepare a draft Update of the existing Evaluation of RTCG’s archive, of 50 pages maximum in English language by November 3, 2020 (work from home); The Update of the existing Evaluation of RTCG’s archive has to include four key segments: - Assessment and analysis of RTCG archives; - Recommendations for a preservation plan; - Recommendations for a digitalisation plan; - Recommendations for software solutions for digital files archiving.
  • Present the findings from the draft Update of the existing Evaluation of RTCG’s archive and conduct the final data collection and evaluation by November 23, 2020 (field visit to Podgorica, the duration of the visit will be 15 days in total). Working methods should include: - Regular meetings with RTCG management and RTCG teams in charge of media archives; - On-site studying of the archive materials and current archiving processes at RTCG.
  • Prepare and submit the final version of the Update of the existing Evaluation of RTCG’s archive, of 50 pages maximum in English language, including all four identified segments and using the above collected data, cleared and approved by the Media Programme, by November 30, 2020 (work from home).

Deliverables:

  • Methodology and a Work plan, of 3 pages maximum in English language, prepared and submitted by October 5, 2020;
  • Research and data collection conducted via the above identified methods (listed within the corresponding task), in Podgorica, by October 23, 2020;
  • Draft Update of the existing Evaluation of RTCG’s archive, including the above-identified four segments (listed within the corresponding task), of 50 pages maximum, in English language, submitted by November 3, 2020;
  • Findings from the draft Update of the existing Evaluation of RTCG’s archive presented and final data collection and evaluation conducted via the above identified methods (listed within the corresponding task), by November 23, 2020;
  • Final version of the Update of the existing Evaluation of RTCG’s archive including all four identified segments and using the above collected data, of 50 pages maximum in English language, cleared and approved by the Media Programme, submitted in English language by November 30 2020.

Necessary Qualifications    
     
   
  • University degree in Media, Political Science, Law, Economics or other relevant field;

  • Minimum 8 years of professional experience in the field of media archives preservation and digitalisation;

  • Familiarity with software used for purposes of media archives preservation and digitalisation;

  • Experience in writing reports and providing presentations;

  • Advanced communication skills;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Previous experience working with other international organizations would be considered as an asset;

  • Professional fluency in the English language, both oral and written.

     
Remuneration Package    
     
   

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
