Brief description:  

The OSCE Office in Tajikistan (Mine Action Unit) requires an international consultant to support the Mine Action Unit’s (unified budget) Project activities and conduct a comprehensive feasibility study on the needs and options for a demining/EOD capability in support of an international Peace Keeping operation participation. In 2015 the Office received a request from the national agencies to provide examples of legal frameworks of other countries and analysis of the options and possibilities for Tajikistan to engage in UN PKO. The office requires a consultant with substantial strategic and operational peacekeeping experience.

Study Background and justification:

The OSCE Office in Tajikistan (OiT) Mine Action Unit (MAU) has been set-up upon request of the Republic of Tajikistan (RT) to support Tajikistan in meeting its obligations under the Ottawa Convention on the prohibition of the use, stockpiling, production and transfer of anti-personnel Mines. The Mine Action Unit has been focusing on two tasks:

• Task 1 – National Mine Action capacities, sustained through national and international peace-keeping engagement, contribute to reduction of threat posed by landmines and explosive remnants of war (ERW).

• Task 2 – Regional co-regional co-operation on Mine Action and Explosive Hazards Reduction with the other Central Asian countries is further enhanced.

In mid-2013, the Ministry of Defence of the Republic of Tajikistan released its humanitarian de-mining strategy for the period of 2013-2016. The strategy outlines three main directions: continuation of humanitarian de-mining operations, strengthening of its humanitarian de-mining capacities and inclusion of their humanitarian de-mining capacities in peacekeeping support operations. In support of these strategic goals, the OSCE MAU has facilitated the formation, training and successful deployment of five RT MoD Engineer Regiment Mobile Forces “Humanitarian Demining Company” (HDC). The HDC are equipped and trained to conduct Humanitarian Demining to the UN approved International Mine Action Standards (IMAS) that would permit them to be engaged to a UN Peace-keeping deployment.

Study Objectives

The feasibility study will provide the main stakeholders in the Republic of Tajikistan peace-keeping agenda (i.e. Presidential Office of the Government of RT, Ministry of Internal Affairs of RT, Ministry of Defence (MoD) Peace-keeping Battalion and MoD RT Engineer Regiment HDC supported by OSCE, Tajikistan National Mine Action Centre (TNMAC), Ministry of Foreign Affairs of RT, Commission for Implementation of International Humanitarian Law, Ministry of Justice and Office for Military Cooperation in the US Embassy) with sufficient information on possibilities of Tajikistan to participate in Peace keeping operations of the UN. 

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

Under the supervision of the OSCE OiT Demining Officer, the Adviser/international consultant will be tasked to provide:

• Analyze broader justification and need for the engagement of RT in UN PKO vulnerable to Explosive Hazards threats: 

- Analysis of UN peacekeeping missions with Explosive Hazards threats

- UN policies and strategies in addressing Explosive Hazards threats in UN peacekeeping missions

- Stakeholder analysis of UN HQ and UN peacekeeping missions vulnerable to Explosive Hazards threats

- Experiences and best practices of other initiatives in CIS countries that facilitate engagement in UN peacekeeping missions

• Analyze broader feasibility of RT to participate in UN PKO vulnerable to Explosive Hazards threats: 

- Preliminary purpose, aim and policy / strategy of RT engagement of demining/EOD contingent in UN PKO

- Preliminary assessment of resources and cost perimeters for RT engagement of demining/EOD contingent in UN PKO

- Preliminary assessment of project management, coordination, legal foundations and financial arrangements 

- Assumptions and risk factors for RT engagement of demining/EOD contingent in UN PKO

• Analyze organizational frameworks and practical arrangements for the RT to participate in UN PKO vulnerable to Explosive Hazards threats: 

- External and internal factors influencing RT engagement of demining/EOD contingent in UN PKO

- Organizational options and practical arrangements as well as structures for RT engagement of demining/EOD contingent in UN PKO

- Organizational processes  (planning, implementing, controlling of organizational and operational measures) in support of RT engagement of demining/EOD contingent in UN PKO

• Bi- and multi-party consultations with the relevant stakeholders, which includes site visits, meetings and round-table events;

Other duties that might arise in connection with the above. The consultant will work in close co-operation and coordination with and report to the De-mining Officer. The Office will assist the consultant in setting up meetings with relevant local partners and provide logistical support.

Expected Output/Contract Deliverables: The international consultant is expected to deliver the following activities / papers / documents to the Office:

• Report of analysis of broader justification and need for the engagement of RT in UN PKO vulnerable to Explosive Hazards threats.

• Report on broader feasibility of RT to participate in UN PKO vulnerable to Explosive Hazards threats.

• Report on organizational frameworks and practical arrangements for the RT to participate in UN PKO vulnerable to Explosive Hazards threats.

The deliveries are to be prepared in English only and submitted to the OSCE Office in Tajikistan electronically via e-mail and/or on CD/DVD medium. The deliveries should be submitted to the De-mining Officer.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

• University degree in security and/or military sciences, or equal education;

• Experience in project management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting;

• Minimum of 10 years professional experience in Mine Action, including experience working with military and/or ex-military forces engaged in peacetime mine action activities;

• Experience in UN PKO

• In depth knowledge of rules and requirements for UN PKO engagement

• In depth knowledge of International Mine Action Standards (IMAS) and experience in devising training materials for mine action;

• Several years of progressively responsible professional experience in an international environment engaged in operational mine action Missions, including providing training at technical and management level;

• Understanding of the challenges facing Tajikistan and CA states in mine action: previous direct experience of Mine Action in Tajikistan is highly desirable;

• Understanding of and experience in peace keeping/support operations;

• Varied experience with Government, civil society and intergovernmental agencies in Tajikistan would be an asset;

• Excellent analytical, diplomatic and negotiation skills;

• Excellent oral and written English language skills and the ability to draft documents clearly and concisely; 

• Flexibility and ability to work under pressure in a challenging environment and within limited time frames;

• Professional competence with MS Office and Windows applications, including word processing and e-mail.
