Background | ||
Following the online media expansion, media content became easily accessible thus enabling everyone to engage in discussions by commenting and sharing. Aside from engaging citizens in a public debate on important social and political issues and promoting freedom of expression, news portals are receiving valuable feedback and developing readers’ loyalty. However, user comments can also be disruptive and abusive, thus spreading intolerance, discrimination – including gender-based discrimination, damaging media’s reputation and making them liable to fines. Since the line between free speech and hate speech is very thin, moderators of media portals have an important but rather difficult role to play since they need to identify and handle all inappropriate comments in a professional manner. Moreover, there is a strong link between spreading hate speech, threats and intolerance on the internet, and the overall security situation in the country. In order to address this topic, in 2018 the OSCE Mission to Montenegro developed the Guidelines for Applying Section 2.8. of Montenegrin Journalists’ Code of Ethics, dealing with moderation of users’ comments on internet portals. The Guidelines represent a valuable tool for moderators of media portals and should be considered in the preparation of the training. The Media Programme needs services of an experienced consultant for this purpose. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant on Moderation of Users’ Comments who would be tasked to deliver two 3-days trainings for editors and moderators of Montenegrin media portals, divided in two groups, in order to provide different media outlets with expertise in form of guidelines and overview of available mechanisms for moderation of users’ comments on internet portals. The training is aimed at strengthening capacities of media outlets to recognise and properly respond to hate speech, intolerance, discrimination and other challenges that could be encountered in the online space. While designing the training programme, special attention should be paid to the issue of gender mainstreaming. |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. |
