In 2019, the OSCE Mission to Montenegro will focus on the issue of media literacy and the correlation of this topic with creating a tension resilient society. Media outlets have stressed the importance of the education of journalists on media literacy, especially for young journalists and students of journalism. In the world of mass media and intense spreading of information, it is of the utmost importance to help ordinary people, journalists and media professionals to differentiate propaganda, fake news, and hate speech on the one hand from accurate, reliable and truthful information on the other hand. The dissemination of hate speech is closely connected to security issues and the incitement to violence. Therefore there is plenty of room for improvement in the area of media and information literacy. Having all of this in mind Media Programme of OSCE Mission to Montenegro will organize two 3-day capacity building training sessions on media literacy for two sets of audience. First 3-day capacity building training session will be delivered to young professionals nominated by the Agency for Electronic Media (AEM) and office of the Protector of Human Rights and Freedoms (Ombudsman). These professionals would then later be called upon to pass their knowledge on to a broad range of journalists and other media professionals. Second 3-day capacity building training session will be delivered to the students from the Faculty of Political Science (Department of Journalism), future journalists who will be primarily engaged in media outlets or media institutions in Montenegro. The training will introduce the subject of media and information literacy in such a way that it becomes useful for their future professional engagement. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant on Media Literacy who would be tasked to, working in pair with another International Consultant on Media Literacy, jointly prepare and deliver two 3-day training sessions focused on practical examples (e.g. from Europe and the region) and the analysis of media content in order to demystify the subject of media literacy and to help participants to adopt basic concepts in relation to this topic that they can further use and implement in their work and share with their colleagues. |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. | ||
