The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism. In this regard the Media Programme of the Mission intends to organise trainings and consultancies to multiple stakeholders that will allow for a constructive use of media in Montenegro. The Mission will tackle the issue of financial sustainability, as one of the main challenges the media is facing, by providing specialised training.
The offered, by the Media Programme of the Mission, financial sustainability training will aim at improved capacities of media outlets to implement successful business models and thus to ensure their financial future. Furthermore, the training will provide media management, as well as media marketing and sales staff, guidelines for creating successful business strategies. In particular, participants will strengthen their knowledge about preparing basic marketing and sales materials (incl. media data, price lists, advertising formats, et.), developing an effective sales strategy, planning cycles of acquisition, pitching proposals to clients (incl. donors), conducting basic audience research, analysing their competition, identifying potential clients, and preparing basic business plans.
The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Media Financial Sustainability who will develop and deliver a two-day training on financial sustainability for media management, as well as media marketing and sales staff, aimed to provide guidelines for creating successful business strategies.

Tasks and Responsibilities |

|
Under the supervision and in close cooperation with the OSCE Mission to Montenegro/Media Programme Manager, the consultant will be required to perform the following tasks:
- Prepare, jointly with the other consultant, the training programme for one 2-day (full days) in-house training for a total number of approximately 15 management and/or marketing and sales staff of different media outlets, on media financial sustainability (including agenda, working methods, handouts and evaluation forms), in English language, by July 15, 2019 (work from home);
- Deliver, jointly with the other consultant, the 2-day (full days) in house training for the group of participants - approximately 15 management and/or marketing and sales staff of different media outlets, on media financial sustainability, by July 19, 2019, in Podgorica (2 working days);
- Submit a joint training report and evaluation (min. 5 pages), in English language, by July 23, 2019 (work from home).
Deliverables:

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in marketing and sales, economics, management, media science or social/political sciences;
- At least 8 years of relevant professional experience in media marketing and sales, and media management;
- Extensive experience in writing media related business plans, planning cycles of acquisition, and generating income for media houses;
- Previous experience in training of media managers, and media marketing and sales staff;
- Knowledge of media development; ability to deal with media development in South-eastern Europe with particular knowledge of Montenegro media landscape;
- Professional knowledge of English language.

Remuneration Package |

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. |
