The OSCE Mission to Montenegro provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism. The Media Programme supports efforts that allow for a constructive use of media in Montenegro.
Having in mind the important role of investigative journalism, the Mission will organise a training aimed at developing research skills of young media professionals from different media outlets, as well as future journalists that are currently studying in the Department of Journalism, University of Montenegro.
The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant on Investigative Journalism who will develop and deliver a three-day-training for Montenegrin journalists and students from different media outlets and the Department of Journalism, with the aim to provide participants with essential methods required to engage in investigative journalism. The goal is to equip participants with knowledge about researching, cross-checking, structuring and publishing investigated content. The participants will understand the important role of the media in maintaining good governance and democratic principles.

Tasks and Responsibilities |

Under the supervision and in close cooperation with the OSCE Mission to Montenegro/Media Programme Manager, the consultant will be required to perform the following tasks:
- Prepare, jointly with the other consultant, the training programme for one 3-day (full days) in-house trainings for a total number of approximately 12 journalists and students of different media outlets and the Department of Journalism, on investigative journalism (including agenda, working methods, handouts and evaluation forms), in English language, by 7 October, 2019 (work from home);
- Deliver, jointly with the other consultant, the 3-days (full days) in house training for the group of participants - approximately 6 journalists of different media outlets and 6 students, on investigative reporting, by 11 October, 2019, in Podgorica (3 working days);
- Submit a joint training report and evaluation (min. 7 pages), in English language, by 15 October, 2019 (work from home);

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in journalism, media, social/political sciences, international relations or other related filed;
- At least 8 years of relevant professional experience in media/journalism, investigative reporting or communication sector;
- Extensive experience in broadcasting, mobile and web journalism;
- Previous experience in training of journalists and editors on topics of broadcasting, web journalism, and investigative reporting;
- Knowledge of media development; ability to deal with media development in South-eastern Europe with particular knowledge of the Montenegro media landscape being an additional asset;
- Professional knowledge of English language

Remuneration Package |

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. |
