Background | ||
Reforms within the Montenegrin Police (MP) commenced before the country’s referendum on regaining independence in 2005. Since then, MP has been changing its institutional organisation and status from an independent body to administration under the jurisdiction of the Ministry of Internal Affairs (MIA) a number of occasions. On 1st January 2019, the police became fully operationally independent from the MIA again. As a result the Police Directorate is now the main law enforcement agency in Montenegro. The focus will be upon the strategic framework for numerous reform questions on the police work that transferred to the framework of the Action Plan for Chapter 23 “Judiciary and Fundamental Rights” and the Action plan for Chapter 24 “Justice, Freedom and Security”, which was adopted in June 2013 following the reform processes that commenced with the European Union accession negotiation process in June 2012. This new assessment report should identify the achievements to date and highlighted the progress since the last OSCE report in June 2011 and outlining the new challenges. The report will assess the involvement of the OSCE and the international community in police reform, the current state of the police reform process and Montenegro’s progress in EU integration achieved in the field of justice and home affairs. It will also need to consider the possibility of re-aligning strategies in order to meet objectives for a modern and accountable police service. The report address and summarise recommendations in the areas of OSCE assistance in the forthcoming years thus to ensure the efficient and effective investment of the Organisation’s resources and implementation of the politico-military commitments. The Security Cooperation and Governance Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Good Governance in Policing who would be tasked to, working in pair with other Consultant, conduct assessment of the Police reform progress for the period June 2011 - June 2019 and develop a comprehensive eight years report focusing on ongoing police reform processes in Montenegro. The research should provide extensive empiric data for analyses of the process of police reform in Montenegro, achieved results, evidence gaps and remaining tasks. The report should build up on the OSCE Police Reform in Montenegro 2006-2011 Assessment and Recommendations Report. This consultancy will be focussed on the following chapters of the Report: Institutional Framework for Police Reform, Community Policing and Police Accountability. |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert/Consultant. |
