Background    
     
   

Guided by the OSCE Mission to Serbia’s Democratization Department’s programmatic objective to “Support the achievement of an inclusive democracy, with authorities at all levels acting in compliance with human dimension commitments and gender equality priorities”, the Democratic Governance (DG) Section/Environmental Affairs (EA) will assist in implementing activities aimed at promoting environmental security by strengthening the environmental Agenda of the country. This will be carried out through supporting targeted events including conferences, workshops, trainings and awareness raising campaigns, in partnership with authorities at local, provincial and state levels, independent institutions and civil associations. Activities are carried out with the goal to develop, enhance and implement environmental protection initiatives in line with international standards.

To provide for smooth implementation of activities outlined in the 2018 Unified Budget Project Proposal (UBPP), the reinforcement of the DG/EA team, engaged to realize the project objective, is needed.  For that purpose the Mission intends to engage a consultant to assist in the implementation of project activities outlined in the UB PP, aiming to provide “Further support to enforcing environmental legislation, sustainable development policies and – inclusive governance mechanisms”. 

     
Tasks and Responsibilities    
     
   

Under the supervision of the OSCE Mission to Serbia’s Senior Governance Adviser, the consultant will engage in the implementation of DG/EA project activities including two capacity development events aimed at strengthening the implementation of the environmental legislative framework for senior law students and MPs, a state-wide outreach campaign promoting mitigation and adaptation measures to climate change and a multi-stakeholder event to promote gender-sensitive model legislation to enhance local disaster risk reduction (DRR) policies.

The overall aim of these activities is to raise public awareness and develop capacities of key stakeholders to address environmental challenges in line with international environmental standards, reduce environmental risks, and enhance environmental security in Serbia.

The consultant will be required to perform the following tasks:

  1. Provide assistance in the development, implementation and review of project documents related to activities addressing local environmental security challenges through three Mission-supported Implementing Partner Agreements with Aarhus Centers in New Belgrade, Kragujevac and South East Serbia;
  2. Provide support to developing documents aimed at engaging 5 consultants in the Environmental Law Clinic training course and 1 consultant for mainstreaming a gender perspective into local DRR policies;
  3. Assist in organizing 2 field visits and training courses for MPs, members of the Green Parliamentary Network, in Jagodina and Cacak;
  4. Provide support to the implementation of four promotional campaigns related to mitigating climate change, organized in Novi Sad, Subotica, Kragujevac and Nis;
  5. Assist in organizing a high-level, multi-stakeholder event aimed at promoting the Mission-supported, gender-sensitive Model Plan for Managing Risks of Natural Hazards in Local Self-governance Units;
  6. Conduct background research required for the preparation of project activities, draft reports and inputs to Section documents, maintain records of programme activities and projects with indicators of performance;
  7. Draft minutes from meetings, maintain a filing system and update/maintain the electronic document management system.

 

     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of the Republic of Serbia;
  • Advanced university degree in environmental protection and/or international security;
  • Diversified experience in environmental policy development in national and international contexts;
  • Previous engagement in international projects dealing with environmental, security and sustainable development issues, including water management, climate change, natural disasters and gender mainstreaming;
  • Experience in project management; some of the working experience should have been acquired in an international organization;
  • Proven ability to communicate with government and non-government actors;
  • Professional fluency in English language, both oral and written;
  • Good presentation and communication skills;
  • Computer literacy with practical experience in Microsoft package, including the ability to independently finalize a document for external use;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions or cultural backgrounds and diverse views while maintaining impartiality and objectivity.

Remuneration Package    
     
    The consultant will be employed for a period of 3 months (from October to December 2018) and will be remunerated at the rate of up to 1,000 EUR per month worked, i.e. a total amount not exceeding 3,000 EUR, commensurate to individual qualifications and experience.
