The Media Programme will continue to support PSB capacity building efforts during 2019. The Mission strongly believes that public service broadcasting is a cornerstone of democracy. It is of utmost importance for all citizens to have a trusted source of information at their disposal – especially when a confusing amount of sometimes biased media content is being created. Public service broadcasters must guarantee editorial independence, accountability and transparency, when competing media sources fail to do so. With the aim to enhance the capacities of RTCG to promote its webpage, increase the traffic on the portal, and to establish the portal as a trusted platform for constructive public debate, the Mission will organise an in-house training for moderators of digital content. Professional moderation of online outreach to audiences is of particular importance in times where a growing number of discriminating and hateful comments can easily undermine societal cohesion and create additional tension. An International Consultant for digital skills in journalism from an international media outlet will be hired to share knowledge and experience with RTCG moderators and management. The expert will introduce available instruments which should also help RTCG to reach a larger audience through their website. The objective of this consultancy is to contribute to the overall strengthening of RTCG’s online presence and outreach capabilities and while designing the training programme, special attention should be paid to gender equality in media production and outreach. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Digital Skills in Journalism who would be tasked to conduct a five day training in order to improve knowledge of RTCG moderators and management on available instruments, digital and statistic, which should also increase the outreach of RTCG website. The moderation training will place particular emphasis on dealing with hate speech and discriminatory language. |

Remuneration Package |

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. |
