Background
The Law on Use of Languages provides for equal status of the Albanian and Serbian as official languages in Kosovo. The OSCE Mission in Kosovo has continuously advocated for the implementation of this Law, including with a focus on bilingual legislation. The Mission’s advocacy to improving the bilingual legislation consisted of different activities conducted in co-ordination with relevant stakeholders, including issuing a Report on bilingual legislation , in 2018, with clear identification of challenges in drafting bilingual legislation and recommendations on how to address them. The Mission aims to further its efforts for improving bilingualism through developing of guidelines on uniform bilingual legislative drafting, which will guide the Government legislative drafting with a focus on bilingualism. To support the process, the Mission requires services of one international consultant.
Objective
The objective of the consultancy is to work with interlocutors in the Office of the Language Commissioner, the Legal Office of the Office of the Prime Minister, and the Ministry of Justice, to develop a set of draft guidelines that will guide ministries in the process of efficiently, effectively, and simultaneously drafting bilingual legislation so that the draft versions in the two official languages are equivalent.
The duration of consultancy is forty (40) working days

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
