Background
In the recent years, the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) has been proactively working to improve the understanding of hate crimes and build institutional capacities, especially the capacity of the Kosovo Police to identify and record hate crimes, and to conduct effective investigations and responses to those crimes. The main emphasis of this work was to improve professional standards of Kosovo Police and introduce internationally recognised best practices for local law enforcement agencies, related to hate crimes.
In 2017, the OMIK has implemented a series of capacity building activities for Kosovo Police, focusing on investigation and recording of hate crimes and concept of hate speech. During these activities, including the Mission’s monitoring programs it was concluded that Kosovo Police needs additional capacities in identifying hate speech intents and potential hate crimes through internet or other technology means.
Objective
Kosovo Police lack sufficient capacity and experience to identify hate speech intents and potential hate crimes through internet or other technology means. This training will help them to conduct search and internet investigation, formatting and to undertake online covert operations.
Tasks and Responsibilities
Under the supervision of the Chief of PDMS, the international expert shall:
- Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
- Deliver a five days of specialised training on identifying and investigating hate crimes through Internet for twenty (20) Kosovo Police investigators
- Assist participants to cope with the challenges that they meet during the training
- Provide advice on the sustainability of the specialized training programme in this area to the PDMS
- Produce the final consultancy report and recommendations for further action.
Deliverables:
- By 20 June 2018 submit the final training plan satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form
- By 29 June 2018 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
- From 09 to 13 July 2018 deliver five days specialised training on identifying and investigating hate crimes and hate speech through Internet. The training will last from 9:00 until 16:00 each day
- By 15 August 2018 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area.
Performance Indicators:
- Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the PDMS comments submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS
- Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief
- Positive feedback from the training participants (training evaluation questionnaire)
- The completed pre course evaluation test and the training evaluation questionnaire
- The final consultancy report is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS.
Qualifications:
- University degree in criminology, Psychology, eLearning or a similar qualification in a related field
- Graduated from a recognised police academy/police college or university
- Minimum ten (10) years of police or other relevant professional experience
- At least five (5) years of training experience on law enforcement personnel
- Proven work experiences in conducting investigations relate to crimes committed through using ICT platforms
- Professional fluency in English
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
- Flexibility, adaptability and the ability to work under pressure and with limited time frames.
Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
