Background     

In recent years, the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) has been proactively participating in the development of the security and public safety sector in Kosovo. In order to facilitate the sustainability of progress made by the Kosovo Police (KP) and the Kosovo Agency on Forensic (KAF) the DSPS Police Development and Monitoring Section (PDMS) will continue to support the implementation of activities envisioned in the KP Strategic Development Plan 2016-2020 and the KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and the Police Inspectorate of Kosovo Strategy 2014-2018. The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on areas related to gender mainstreamed human resource policies within the KP; improved skills and accredited practices and procedures within the KAF; greater understanding of the recording, investigation and prosecution of potential hate crimes by law enforcement entities; further development of the KP distance learning capacities; and improvement of co-operation at the international level by the KP. All activities will be developed and implemented in close co-operation and co-ordination with, inter alia, the staff of both the KP and the KAF. In order to measure the impact of these activities and to embed progress which has been achieved related to the reduction of human rights violations, the PDMS will continue to proactively monitor human rights compliance and the quality of the training delivered. Activity managers will also proactively advocate with beneficiaries to encourage the participation of women and non-majority communities. To ensure the objectives of the project, the PDMS from 3 to 27 July 2018, 20 KP officers will complete a total of 5 days training on domestic violence with particular focus on interviewing skills. The objective of this activity, which will be delivered by an international expert hired by OMIK, is to acquaint the participants with best practices and increase their skills on how to effectively use interviewing techniques to ensure cases of domestic violence are solved and victims’ rights are protected.

The training will cover:

 

Understanding of the relevant human rights provisions related to domestic violence.

  • Local legislation on domestic violence.
  • Interviewing techniques including modules on  
  • Approach
  • Separate the parties
  • Interviewing the victim for Information
  • The kinds of questions that should be ask
  • The kinds of questions that should not be ask
  • Additional interviewing strategies including
  • Victim feelings that can hinder Investigations
  • Responding to victim fears
  • Victim reluctance to cooperate
  • Fear of Retaliation, Economic Hardships, Social Stigma and
  • Interviewing the suspect
  • Interviewing children.
  • Gather and document all relevant information
  • International practices on dealing with domestic violence

 

Objective

The objective of this activity is to provide twenty (20) specifically selected police investigators from the KP with specialised training on issues related to domestic violence acquaint the participants with best practices and increase their skills on how to effectively use interviewing techniques to ensure cases of domestic violence are solved and victims’ rights are protected.

    

Tasks and Responsibilities     

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • Conduct  five (5) days of Specialised training on domestic violence focusing on interviewing skills for twenty (20) police officers and assist participants to cope with the challenges that they meet during the training;
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

 

Deliverables:

  • By 2 September 2018 submit the final training plan satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form
  • By 2 September 2018 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • From 3 to 7 September 2018 deliver five (5) days specialised training on domestic violence focusing on interviewing skills. The training will last from 9am until 4pm each day  
  • By 20 September 2018 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

  Performance Indicators:

  • Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the PDMS comments submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief
  • Positive feedback from the training participants (training evaluation questionnaire)
  • The completed pre course evaluation test and the training evaluation questionnaire
  • The final consultancy report is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS.

     Necessary Qualifications     

  • University degree in Criminology, Sociology, Psychology or other similar qualification relevant to the topic
  • Graduated from a police academy or police college
  • Minimum ten (10) years of relevant professional experience as an interviewer and working on domestic violence
  • At least five (5)  years of training experience for law enforcement personnel
  • Ability to operate windows applications, including word processing and e-mail
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender
  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

    

Remuneration Package     

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
