Background

For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (the Mission) continues to contribute proactively to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be targeted at developing the human resources management capacities of these institutions, and delivered through tailored specialized training courses.

In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and the KP are based on their respective identified training needs and recommendations provided by the Mission during 2018.

Furthermore, crime scene analysis and interpretation, crime scene reconstruction on shooting incidents and in cases involving explosions, new psychoactive substances, shoeprint and tire print training activities will be delivered as per the request of the beneficiaries. These advanced trainings will enhance the KP crime scene operational capacities. These needs are in line with the KP development plans as outlined in the KP Human Resources Strategy and the KP Training Strategy and action plans. On the other hand, during 2018, PDMS closely working with KP has identified that there is a need to improve the operational capacities of KP in the area of forensics and crime scene examinations.

To ensure the objectives of the project, from 07 to 11 October 2019, the PDMS will deliver a one-week specialized training on crime scene reconstruction at shooting incidents for 20 KP investigators.

During the training, participants will engage in practical exercises and case studies related to shooting incidents to learn the latest reconstruction principles and methods for investigating and documenting crime scenes. Additionally, they will have an opportunity to observe live fire demonstrations involving vehicles and many other target surfaces, and learn how to incorporate the principles of mathematics, lasers and the latest computer software diagramming systems to document reconstruction efforts for courtroom purposes.

The training will focus on topics such as:
