Background  

The Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) has been proactively participating in the development of the security and public safety sector in Kosovo. In order to facilitate the sustainability of progress made by the Kosovo Police (KP) and the Kosovo Agency on Forensic (KAF) the DSPS Police Development and Monitoring Section (PDMS) will continue to support the implementation of activities envisioned in the KP Strategic Development Plan 2016-2020 and the KP Human Resources Strategy 2016-2020.

The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on areas related to gender mainstreamed human resource policies within the KP; improved skills and accredited practices and procedures within the KAF; greater understanding of the recording, investigation and prosecution of potential hate crimes by law enforcement entities; further development of the KP distance learning capacities; and improvement of co-operation at the international level by the KP. All activities will be developed and implemented in close co-operation and co-ordination with, inter alia, the staff of both the KP and other beneficiaries.

In order to measure the impact of this activity the PDMS will proactively monitor human rights compliance and also the quality of the training delivered. The activity managers will also proactively advocate with beneficiaries to encourage the participation of women and non-majority communities. The training will be conducted by a qualified international consultant hired by OMIK at the KP facilities. It will be implemented through a range of practices, group discussions/debriefings and interactive scenario based exercises

Training modules will cover the following areas:

  • Introduction to Chemical Biological Radiation or Nuclear (CBRN)  risks
  • CBRN agents and their effects
  • CBRN Detection
  • Protection, decontamination and recovery of CBRN agents
  • Crisis Management
  • Guidance for emergency responders
  • Differences between alpha, beta, and gamma radiation
  • Marking and labels on packages of radioactive material
  • Guidelines for incident command
  • Guidelines for emergency medical management
  • Responding to an accident involving a shipment of radioactive material

The KP will contribute to the implementation of the training by providing the facilities and equipment.

Objective:

As part of the continued support of the Mission the objective of this activity to provide five days of specialised training on the use of equipment for radioactive material, chemical or biological agents to fifteen (15) officers from the KP Directorate of Specialised Units and five (5) staff from other emergency response agencies to equip them with knowledge and the best practices applied when dealing with Chemical Biological Radiation or Nuclear (CBRN) incidents.  

Tasks and Responsibilities;

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft  the training methodology and materials in consultation with PDMS and deliver the agenda, presentations, exercises and case studies to the Chief of PDMS prior to the training
  • Conduct five (5) days of specialized training on Specialized training on using equipment during CBRN incidents for to fifteen (15) officers from the KP Directorate of Specialised Units and five (5) staff from other emergency response agencies
  • Assist participants to cope with practical skills and challenges that they meet during the training
  • Provide advice on the sustainability of this specialized training programme to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables:

  • On 01 March 2019 submit the final training plan satisfactorily incorporating the  comments, if applicable, to the staff of PDMS in electronic form
  • On 05 March 2019 prepare the final training agenda, video presentations, PowerPoint presentations, practical exercises, case studies, a pre course evaluation test and a training evaluation questionnaire to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • From 11 to 15 March 2019 deliver five (5) days of specialized training on for fifteen (15) officers from the KP Directorate of Specialised Units and five (5) staff from other emergency response agencies. The training will last from 9am until 4pm each day  
  • On 26 March 2019 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators:

  • Final training plan, agenda, presentations, exercises, case studies and training evaluation questionnaire incorporating the PDMS comments submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS
  • Training delivered as scheduled/planned in the requested format and to the satisfaction of the chief of the PDMS
  • Positive feedback from the training participants
  • The completed pre course evaluation test and the training evaluation questionnaire
  • The final consultancy report is submitted to the Chief of the PDMS on time and of quality satisfactory to the Chief of PDMS.

   Necessary Qualifications;

  • University degree in Crisis or Disaster Management, Civil Protection or Defence,  Risk Analysis, Emergency Management or other similar field
  • Minimum ten (10) years of relevant professional experience in the area of CBRN
  • At least five (5) years of training experience as trainer in the area of CBRN
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
