Background
For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) continues to contribute proactively in to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KAF Development Strategy 2016-2020. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses.
In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Training related activities for the staff of the KAF are based on its identified operational and training needs and recommendations provided by the Mission during 2018.
To ensure the objectives of the project, from 10 June to 14 June 2019, PDMS will deliver one week specialised training for KAF staff on the requirements of ISO 17025:2017 for 12 managers of KAF. The aim of this activity is to teach KAF staff on how to co-ordinate quality management system audits in accordance with ISO/IEC 17025:2017, and collect audit evidence and document observations, including techniques for effective questioning and listening.

Objective
The objective of this activity, which will be delivered by an international expert hired by OMIK, is to acquaint the participants from KAF with theoretical knowledge and practical skills on the requirements of ISO 17025:2017.

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
