Background  

For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) continues to contribute proactively in to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KAF Development Strategy 2016-2020. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses. 

In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Training related activities for the staff of the KAF are based on its identified operational and training needs and recommendations provided by the Mission during 2018.

To ensure the objectives of the project, from 10 June to 14 June 2019, PDMS will deliver one week specialised training for KAF staff on the requirements of ISO 17025:2017 for 12 managers of KAF. The aim of this activity is to teach KAF staff on how to co-ordinate quality management system audits in accordance with ISO/IEC 17025:2017, and collect audit evidence and document observations, including techniques for effective questioning and listening.

The international expert will cover topics such as:

  • Understanding and application of the requirements of ISO/IEC 17025:2017
  • Coordination of a quality management system audit against ISO/IEC 17025:2017
  • Quality managements systems for internal auditing
  • Understanding of the technical systems and issues related to the accreditation of a laboratory
  • Developing, using and auditing internal quality assurance documentation
  • Using a ‘Risk based approach’ in ISO/IEC 17025:2017
  • Conducting and recording proficiency tests
  • The traceability of samples during quality control procedures
  • Methods for measurement uncertainty during testing
  • Methods for reporting the findings and conclusions

Objective

The objective of this activity, which will be delivered by an international expert hired by OMIK, is to acquaint the participants from KAF with theoretical knowledge and practical skills on the requirements of ISO 17025:2017.

Tasks and Responsibilities    

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • Conduct  five (5) days of Specialised training for KAF staff on the requirements of ISO 17025:2017 for 12 KAF staff and assist them to cope with the challenges that they meet during the training
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables

  • By 06 May 2019 submit the final proposal of an assessment methodology satisfactorily incorporating the PDMS and OCC comments, if applicable, to the Chief of PDMS in electronic form
  • By 20 May 2019 prepare the final assessment field work  agenda satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form
  • From 10 to 14 June 2019, conduct the Specialised training for KAF staff on the requirements of ISO 17025:2017 for 12 KAF managers
  • By 30 June 2019 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

The duration of consultancy is eight (8) working days  between 04 May to 30 June 2019.

Performance Indicators

  • A final training plan, presentations, practical exercises related to ISO standards, and training evaluation questionnaire submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief
  • The completed pre and post course evaluation test
  • The final consultancy report is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS.

Necessary Qualifications  

  • University degree in Quality Assurance, Forensic accreditation, Environmental studies, the ISO 17025:2017 or other similar vocational qualification
  • Minimum twelve (10) years of relevant professional experience in ISO standards or Quality Assurance standards related to forensic science laboratories
  • At least five (5) years’ experience of performing quality control audits in a forensic setting
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
