Background

For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) continues to contribute proactively to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses. 

In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and the KP are based on their respective identified training needs and recommendations provided by the Mission during 2018. In 2019, the PDMS will continue to support the local partners to further develop their operational capacities to effectively prevent, investigate and combat organized criminality. Upon request from KP, specialized training support to the KP specialized units will be offered to at improve their operational capacities in risk assessment and rapid reaction operational techniques. Moreover, the regional KP Rapid Reaction Team will be supported through the delivery of training on basic, advance and training of trainers on defensive tactics. Through this support PDMS aims to conclude the full cycle of capacity building, including finalization of the related curriculum development, in the area of defence tactics at the grassroots level of the KP. 

To ensure the objectives of the project, from 15 to 19 April 2019 OMiK will deliver (5) five-days of specialized training on risk assessment which are necessary to effectively manage special operations to twenty (20) KP managers from the KP Directorate of Specialized Units.

  • The aim of the training is to provide these managers with skills and knowledge related to;
  • The general principles for conducting risk assessments
  • Types of risk assessments including
    • emergency planning
    • establishing safe zones and security perimeters
  • Methods for identifying hazards
  • Operational dynamic assessments when conducting risk assessments;
  • Completing generic operational and non-operational risk assessments,
  • Methods for controlling risks.
  • Using debriefing, objective evaluations and lessons learned practices

Objective

The purpose of the training is to enhance trainers’ knowledge and skills to conduct risk assessment prior and during operations and increase their practical knowledge on effectively managing special operations.

The duration of consultancy is eight (8) working days between 01 to 30 April 2019.

Tasks and Responsibilities

Under the supervision of the Chief of PDMS, the international expert shall:

  • Develop the training methodology and materials in consultation with PDMS and deliver the agenda, presentations, exercises and case studies in one of the local language such as Albanian and/or Serbian (hereafter local language)  to the Chief of PDMS prior to the training
  • Deliver five (5) days specialised training on conducting risk assessments for special operations
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables

  • By  01 April submit the final training plan in English language satisfactorily incorporating the PDMS comments, to the Chief of PDMS in electronic format;
  • By 06 April July 2018 prepare the final training agenda, presentations, exercises, case studies and training evaluation questionnaire in local language satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief;
  • From 15 to 19 April  2019 deliver (5) five-day specialised training on conducting risk assessments for special operations. The training will last from 9am until 4pm each day. 
  • By the end 30 April  submit to the Chief of PDMS the final consultancy report in local language including assessment of participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators

  • Final training plan, presentations, practical exercises, case studies and a training evaluation questionnaire in local language incorporating the PDMS comments submitted to the Chief of PDMS on time, in the agreed form and of quality satisfactory to the Chief of PDMS;
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief;
  • Positive feedback from the training participants (training evaluation questionnaire).
  • The final consultancy report written is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS.

Qualifications

  • University degree in Health and Safety, Risk Management, Event Management, Policing or Police Management or other similar vocational qualification relevant to the topic
  • Minimum twelve (10) years of relevant professional experience on conducting risk assessment for police operations or law enforcement institutions
  • At least five (5) years’ experience on conducting training in the security sector
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
