Background
     
   

In keeping with the new mandate of the OSCE Programme Office in Bishkek (POiB), additional focus of the Human Dimension will be centred on supporting host authorities in upholding economic, social, and cultural rights. 

In June 2015, Kyrgyzstan underwent a thorough review of the implementation of the Covenant on Economic, Social and Cultural Rights led by the UN Committee on Economic, Social and Cultural Rights. In the review, the Committee welcomed the adoption and ratification of several key instruments in reference to the abolition of death penalty, prevention of torture, State guarantees of equal rights and equality of opportunity for men and women, minimum wage, food security, etc. Nevertheless, the Committee noted that Kyrgyzstan is still lagging behind the full implementation of the Covenant.

Throughout the needs assessment, the expert will co-operate with four implementing partners (IPs) to jointly conduct an all-encompassing needs assessment, so as to obtain a credible baseline data for the future POiB’s activities in this domain. All the four IPs have demonstrated strong track records in promoting economic, social and cultural rights from different vantage points. Last but not the least, the expert will co-operate State institutions (including National Statistical Office), local administrations, civil society, academia, and international organisations with presence in Kyrgyzstan.

     
Tasks and Responsibilities
     
   

Under the supervision of Acting Senior Human Dimension Officer:

  • Developing a comprehensive plan for the needs assessment, including methodology and timeline;
  • Conducting a basic training on data collection, processing, and analysis for the four IPs; 
  • Actively liaising with key partners (both from the government and non-governmental sectors);
  • Preparing a concise interim report on the team’s capacity and perspectives of the needs assessment;
  • Keeping Acting Senior Human Dimension Officer abreast of all developments related to the needs assessment;
  • Producing a structured and action-oriented final report in line with the agreed plan and present it together with recommendations to key stakeholders.

Expected Outputs/Deliverables:

  • Comprehensive needs assessment plan;
  • Training module for the assessment team;
  • 2 needs assessment reports: interim and final in English;
     
Necessary Qualifications
     
   
  • Advanced university degree in international relations, sociology, development, economics, or other related field;
  • Minimum 6 years of relevant experience in undertaking complex research projects; 
  • Prior experience in co-operating with representatives from international organizations, government officials, and/or civil society is required;
  • Professional fluency in the Russian language (spoken and written), with a proven record in conducting interviews and delivering presentations in a Russian speaking environment;
  • Excellent knowledge of English (spoken and written);
  • General familiarity with the political, social and economic issues that are currently prevalent in Kyrgyzstan and wider region;
  • Computer literacy (MS Word and Power Point).

 

Remuneration Package
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
