Background | ||
In keeping with the new mandate of the OSCE Programme Office in Bishkek (POiB), additional focus of the Human Dimension will be centred on supporting host authorities in upholding economic, social, and cultural rights. In June 2015, Kyrgyzstan underwent a thorough review of the implementation of the Covenant on Economic, Social and Cultural Rights led by the UN Committee on Economic, Social and Cultural Rights. In the review, the Committee welcomed the adoption and ratification of several key instruments in reference to the abolition of death penalty, prevention of torture, State guarantees of equal rights and equality of opportunity for men and women, minimum wage, food security, etc. Nevertheless, the Committee noted that Kyrgyzstan is still lagging behind the full implementation of the Covenant. Throughout the needs assessment, the expert will co-operate with four implementing partners (IPs) to jointly conduct an all-encompassing needs assessment, so as to obtain a credible baseline data for the future POiB’s activities in this domain. All the four IPs have demonstrated strong track records in promoting economic, social and cultural rights from different vantage points. Last but not the least, the expert will co-operate State institutions (including National Statistical Office), local administrations, civil society, academia, and international organisations with presence in Kyrgyzstan. |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
