The OSCE Mission to Montenegro provides assistance to the host country to institute reforms and further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media in order to build media professionalism. In 2019, the Mission conducted a comprehensive needs assessment on an institutionalized journalism training in Montenegro. The Assessment provided an overview of short-term and long-term measures for improving practise-oriented, inclusive and well-structured journalism education in Montenegro. In 2020, the Mission will address some of the identified shortcomings in Montenegrin journalism education by working both on the institutional and on the programmatic side of establishing a new type of institutionalized journalism training. In this context, the Mission will engage an international consultant to prepare a comparative analysis of media and journalism research and training institutions in countries other than Montenegro. The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Comparative Analysis, who would be tasked to deliver comparative analysis of media and journalism research and training institutions in the countries other than Montenegro (e.g. in the EU). Comparative analysis should be informative for the Mission in the process of contemplating a new type of journalism training and research institution that involves multiple stakeholders from Montenegro (such as the University of Montenegro, government institutions, NGOs and the media) and the international community (such as Embassies and international organizations). |

Remuneration Package | ||
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. | ||
