During the year of 2019, the Media Programme of OSCE Mission to Montenegro is, among others, focussed on the issue of media literacy. Therefore, in order to help journalists, media professionals and institutions in Montenegro dealing with media and education (and overall general public as well) to make a distinction between propaganda and disinformation on the one hand, and truthful news and information on the other hand, an international consultant will be engaged in the development of a media literacy booklet.
The booklet will focus on practical examples and analysis of media content in order to demystify the term media literacy and to help the audience adopt basic concepts related to this topic. In the long term, the distribution of this kind of booklet will increase the number of people informed about the topic, help the general public recognize and differentiate real and useful news from deliberate disinformation.
The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Consultant for Booklet on Media Literacy to develop a Media Literacy Booklet aimed at educating journalists, bloggers, media institutions and the general public in Montenegro on the important issue of media literacy. The selected international consultant will prepare Booklet focusing on practical examples and analysis of media content in order to demystify the term media literacy and to help the audience adopt basic concepts related to this topic. The Booklet will be shaped to pay special attention to the gender mainstreaming.

Tasks and Responsibilities |

Under the supervision and in close cooperation with the OSCE Mission to Montenegro/Media Programme Manager, the international consultant will be required to perform the following tasks:
- To submit Concept paper on the content of the Booklet by July 19, 2019 (two full working days), in English language, in one page minimum, work from home;
- To deliver the Draft version of the Media Literacy Booklet in English language focusing on practical examples (e.g. from Europe and the region) and analysis of media content in order to demystify the term media literacy and to help the audience adopt basic concepts related to this topic, no later than August 10, 2019 (eight full working days), in app. 30 pages, work from home;
- Finalisation of the Booklet: the Booklet must be authentic work of the author and contain logo of the OSCE Mission to Montenegro, with the Copyright transferred to OSCE Mission to Montenegro, it should finally consist of app. 30 pages in English language, focusing on practical examples (e.g. from Europe and the region) and analysis of media content in order to demystify the term media literacy and to help the audience adopt basic concepts related to this topic, finalized by August 30, 2019 (five full working days), work from home.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in the area of political science, journalism, law, communication or related fields;
- Minimum 8 years of professional experience in the field of media development and media functioning;
- Extensive knowledge of the media literacy concept and media literacy state of play in Europe and the region;
- Professional experience in writing training programmes, booklets or in engaging trainings related to media development and media literacy;
- Professional fluency in the English language, both oral and written;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Previous experience working with other international organizations would be considered as an asset;
- Knowledge of OSCE key documents about media standards would be considered as an advantage

Remuneration Package |

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
The OSCE Mission to Montenegro will cover all travel related expenses for the Expert. |
