Background    
     
    Tajikistan ratified the Aarhus Convention (UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters) on 9 June 2001. The Convention grants the public rights in terms of access to information, public participation and access to justice in governmental decision-making processes, on matters concerning the local, national and trans-boundary environment. As a Party to the Convention, Tajikistan is committed to ensure government accountability, transparency and responsiveness in environmental matters. Since 2003 OSCE Program Office in Dushanbe supports the country in implementation of the principles of the Aarhus Convention. In 2018 the Committee on Environmental Protection under the Government of Tajikistan requested the POiD’s support in the development of the  National Action Plan for the implementation of the Aarhus Convention,  aimed at increasing the effectiveness of the implementation of the Aarhus Convention in the Republic of Tajikistan, supporting civil society initiatives that have an important role in ensuring environmental protection, promoting democratic dialogue on environmental policy, mobilizing citizens and helping to realize the rights provided for by the Aarhus Convention and ensuring synergies of other multilateral environmental agreements with the Aarhus Convention and integrating the principles of the Convention into national policies.
     
Tasks and Responsibilities    
     
   

Under the supervision and in close co-ordination with the National Environmental Officer and Environmental Unit staff that will provide administrative and logistic support, the consultant with the support of the four national consultants will be required to perform the following tasks:

  1. Based on the “ Assessment on the Capacity of the Main Government Partners in implementation of the Aarhus Convention principles in Tajikistan”  develop a National Action Plan for the implementation of the Aarhus Convention in Tajikistan;

  2. Present the goals and objectives of the National Action Plan for the implementation of the Aarhus Convention to the relevant government stakeholders and civil society at the kick off meeting organised by  POiD  Environmental Unit in cooperation with Committee on Environmental Protection and  Dushanbe Aarhus Centre;

  3. Together with national consultants meet with all main government stakeholders, Aarhus Centers and other public organizations to identify the role of the government and civil society in implementation of  the Aarhus Convention;

  4. Present the final draft of the National Action Plan for the implementation of the Aarhus Convention at the round table with relevant government stakeholders and civil society, organised by  POiD  Environmental Unit in cooperation with Committee on Environmental Protection and  Dushanbe Aarhus Centre;

  5. Perform other project related tasks requested by OSCE personnel.

 

Deliverables:

Final version of the National Action Plan for the implementation of the Aarhus Convention in Tajikistan to be submitted to OSCE by 25 November 2019.

Final Consultant’s report to be submitted to OSCE by 25 November 2019.

Necessary Qualifications    
     
   
  • At least 5 years of experience in environmental law, environmental governance, economics, or any other related field;
  • Experience in collaborating with  international and national experts and institutions;
  • Previous international experience in implementation of the projects, related to the Aarhus Convention principles;
  • Previous  experience in developing strategic environmental documents for CA states and Tajikistan will be an asset;
  • Fluency in both English and Russian language is required.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
