Background | ||
Tajikistan ratified the Aarhus Convention (UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters) on 9 June 2001. The Convention grants the public rights in terms of access to information, public participation and access to justice in governmental decision-making processes, on matters concerning the local, national and trans-boundary environment. As a Party to the Convention, Tajikistan is committed to ensure government accountability, transparency and responsiveness in environmental matters. Since 2003 OSCE Program Office in Dushanbe supports the country in implementation of the principles of the Aarhus Convention. In 2018 the Committee on Environmental Protection under the Government of Tajikistan requested the POiD’s support in the development of the National Action Plan for the implementation of the Aarhus Convention, aimed at increasing the effectiveness of the implementation of the Aarhus Convention in the Republic of Tajikistan, supporting civil society initiatives that have an important role in ensuring environmental protection, promoting democratic dialogue on environmental policy, mobilizing citizens and helping to realize the rights provided for by the Aarhus Convention and ensuring synergies of other multilateral environmental agreements with the Aarhus Convention and integrating the principles of the Convention into national policies. | ||
Tasks and Responsibilities | ||
Under the supervision and in close co-ordination with the National Environmental Officer and Environmental Unit staff that will provide administrative and logistic support, the consultant with the support of the four national consultants will be required to perform the following tasks:
Deliverables: Final version of the National Action Plan for the implementation of the Aarhus Convention in Tajikistan to be submitted to OSCE by 25 November 2019. Final Consultant’s report to be submitted to OSCE by 25 November 2019. Special note: The schedule is subject to potential changes. |

Remuneration Package | ||
The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments. | ||
