Background information:

The GEF funded project “Enabling transboundary cooperation and integrated water resources management in the Dniester River Basin” (the Project), implemented by the OSCE in close co-operation with UNDP and UNECE is tasked with strengthening Moldovan-Ukrainian cooperation in the area of integrated water resources management in the Dniester basin. The project supports and promotes international dialogue with regard to both countries’ commitments to the implementation of the EU Water Framework Directive, which is part of the EU Association Agreements with Ukraine and Moldova, as well as with regard to the Moldovan-Ukrainian Dniester River basin Commission.

Considering its transboundary nature, the project is aiming to incorporate best practices in all areas pertaining to water resources management and to strengthen the capacity of experts working in this field. The World Meteorological Organization (WMO) is an intergovernmental organization with a membership of 193 Member States and Territories. Apart from being the specialised agency of the United Nations for meteorology (weather and climate), operational hydrology and related geophysical sciences, WMO offers a range of education and training opportunities. Its aim is to assists National Meteorological and Hydrological Services in developing and delivering the weather, climate and water-related services required for the safety and well-being of their populations.

In view of the above, cooperation between the Project and the WMO to provide training to the staff of the hydrometeorological centers and universities in the Republic of Moldova and Ukraine would enable capacity building of the experts and strengthen their understanding of the issues pertaining to hydrometeorological monitoring and forecasting. An expert with strong knowledge of and experience in the mentioned fields is therefore required to step in as a trainer for a WMO course (translated into Russian with support of the Project) to provide relevant training services.

Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to work from home with the ability to travel if necessary.

Task:

Under the supervision and co-ordination of the OSCE project team, the expert is expected to:

1. Conduct training on hydrometeorological monitoring and forecasting according to a programme;

2. Conduct four questions-and-answers sessions, of 4 hours each (including feedback on quizzes, participants’ weekly homework, and any related requests) at the end of each module;

3. Grade and provide feedback on the individual written reports of the participants;

4. Communicate with the WMO and the project team to ensure an accurate focus of the delivered information;

5. Develop a report on the training course, including the training achievements and challenges, recommendations to the upgrade of the course (if feasible), as well as a summary on the participants’ feedback.

Necessary Qualifications:

• Master of Science degree in Hydrosciences and/or related fields

• A minimum of 10 years’ relevant experience in Hydrology and Hydrometeorology

• Experience in education sector and/or training is a must

• Demonstrated expertise in hydrological forecasting and modelling

• Experience with online education platforms and delivering courses online would be an asset

• Familiarity with WMO training approach and principles is a strong advantage

• Strong interpersonal and communication skills, ability to present complex information and concepts to various audiences clearly and effectively

• Professional fluency in Russian, working knowledge of English

• Computer literate.

Remuneration Package:

According to the PCU consultancy fees guidelines.
