Background:
The OSCE Mission in Kosovo is creating a roster of suitable international candidates for providing temporary expert/consultancy services within the scope of planned 2018 programmatic activities in the fields of:
1. Democratization - preferable but not limited to following areas:
- Media and Journalism – role of media in countering VERLT, (media ethics, conflict-sensitive reporting, media codes of conduct, , digital communication platforms) - Reconciliation (mediation, conflict management/dialogue/reconciliation
2. Security and Public Safety - preferable but not limited to following areas:
- Training on methodologies on conducting crypto currency and Darknet investigations
- Advanced and specialised training for contemporary techniques and methods for investigation of cases of internet recruiting of victims of trafficking, child pornography and internet child abuse
- Research on “children on the move” – victims of trafficking among Prishtinë/Priština – Tirana - Skopje
- Specialized training on siphoning of illicit proceeds in current settings
- Specialized training to improve the investigative work in the most bustling areas, such as gambling and construction for asset recovery purposes
- Advanced training on countering financing of terrorism.
- Technical assessment for forensic accreditation in Arson and Explosives and IT; Research skills to conduct an assessment on the effectiveness of support delivered to a forensic agency; Research and mentoring skills related to Police matters
- Advanced and specialist skills Hostage Negotiation; Covert measures; cybercrime first responders training skills; Domestic violence; Investigative interviewing skills, Active shooter training skills;
- Specialised training on identifying and investigating hate crimes through Internet, Training on combating hate crimes for police oversight bodies.
3. Human Rights, Communities Rights and Rule of Law - preferable but not limited to the following areas:
- Property rights and Administration/policy drafting (legal issues, innovative approaches in resolution of property rights claims of refugees and displaced persons, women’s access to property rights, gender mainstreaming of policy documents)
- Media reporting on property rights (journalist and civil society reporting on property rights of vulnerable communities and compliance of institutions with the international standards)
- Experience in the areas of preservation and promotion of cultural and religious heritage, which is including preservation and conservation of heritage, protection, promotion of cultural and religious diversity, cultural heritage management plans, (including their drafting), architectural and archaeological heritage, architectural sketching etc.
- Expertise on Law and Justice Sector (conducting Ex-post Impact Assessments of Legislative Reform)
- Rule of Law/Human Rights (advocacy during Law Reform Processes, practice of law, e.g. lawyer, legal officer, judges, prosecutor, etc)
- Interfaith Dialogue (knowledge of principles of gender mainstreaming, freedom of religion, analysis on issues related to religion, tolerance and inter-faith dialogue)
- Experience in providing training for youth using non-formal education methodology
- Experience in transitional justice (promoting open dialogue and reconciliation)
- Expertise on gender equality and mainstreaming
4. Programme evaluation/strategy development
5. Training – preferable but not limited to following areas:
- Professional Writing Skills, Analytical Writing - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Emotional Intelligence, Creative thinking - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Management/Supervisory Skills- Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Advanced Negotiation and Diplomatic Skills - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Facilitation and Mediation - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- Training of Trainers/ Presentation Skills/Facilitation Skills - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process.
- MS Windows 10 and MS Office 2016 - Develop appropriate adult training methodology and materials on the topic. Preparation of course content and course materials. Delivery of training and assisting students with their learning process
Tasks and Responsibilities:
Upon initiation of OSCE activity/project the successful roster candidates will be considered against the specific requirements outlined in detailed terms of reference for a specific consultancy.
The shortlisted candidates will be contacted with details on the specific consultancy for their confirmation of interest and availability.
Regular recruitment procedures will be followed
Necessary Qualifications:
- Minimum university degree in related field. Additional related specialized studies will be considered an asset. Additional years of relevant professional experience and/or specialized trainings might be considered substitute for university degree
- Minimum of five years of relevant working experience
- Excellent written and oral communication skills in English
- Ability to operate Windows applications, including word processing and e-mail.
- Demonstrated cultural sensitivity and judgment
- Strong communication and interpersonal skills
- Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
- Excellent presentation/training skills
- Excellent writing and reporting skills
- Ability to work with people of different nationalities, religions and cultural backgrounds
Desirable qualifications:
- Experience acquired with an international/mission environment
- Knowledge of local languages
- Experience in capacity-building roles, developing research methodology, preparing and delivering trainings, preparing analytical reports and hands on experience in project management, including project design; implementation, reporting and evaluation.
- Experience in/knowledge of the regional context within the respective field of expertise
Remuneration Package:
Remuneration shall be based on established OSCE rates, depending primarily on the nature of required services (e.g. complexity, difficulty and amount of work to be performed and the level of expertise required).
