Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 25 working days.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.

     
Tasks and Responsibilities    
     
   

Reporting to the Chief, Recruitment Unit, the Internal Mobility Consultant will design an Internal Mobility Programme for the Organization for Security and Co-operation in Europe to support the sourcing of employees to fill temporary staffing needs, capability gaps within and across the Secretariat, Institutions and Field Operations as well as help build capacity of internal staff.

 

The Consultant will be tasked with the following activities:

 

  1. Researching mobility-related policies and initiatives in other similar international organizations, collecting and presenting information on new trends and best practices in the field to inform the design of the proposed concepts for the OSCE;
  2. Assessing the current status of mobility options at the Organization as per existing HR policy framework;
  3. Developing concepts for internal mobility to allow the Organization to better leverage the expertise of staff/mission members to meet temporary needs, while concurrently supporting the professional development of staff/mission members and strengthening collaboration and internal communication across/within Executive Structures;
  4. Liaising with internal stakeholders, including but not limited to, HR personnel and Chiefs of Fund Administration, across the Secretariat, Institutions and Field Operations to identify stopgaps in terms of staff mobility regarding internal communication, compensation arrangements, employment status and relevant information;
  5. Proposing creative solutions to govern, co-ordinate, identify, manage, assess and evaluate mobility scheme opportunities;
  6. Proposing an implementation plan for roll-out of developed concepts on a phased basis, including an initial pilot programme for target audiences taking into consideration area of expertise, grade and level, location and other relevant factors;
  7. Developing resources to support the management of the programme including, but not limited to, a communication plan, mechanisms for identification of opportunities, documentation and tools to allow for transparent processing, selection, monitoring, evaluation and assessment;
  8. Providing guidance on the establishment of a roster of internal candidates interested in mobility opportunities within and across Executive Structures.

 

Deliverables

- Proposal of an Internal Mobility Programme for the OSCE focused on opportunities and potential obstacles given the Organization’s unique structure among International Organizations;

- Communication Plan to address dissemination and socialization of information among stakeholders at various stages of the process including announcements, template emails and other relevant materials;

- Project management plan to be used for the running of a pilot with information on scalability and replicability across Executive Structures for longer-term applicability;

- Documentation templates and tool templates to manage, monitor and assess the programme in various stages.

     
Necessary Qualifications    
     
   
  • Second-level university degree in social sciences, management or relevant field. First-level university degree in social sciences, management or relevant field plus two years of relevant experience in talent development, talent acquisition or HR policy may be accepted in lieu of second-level degree;
  • Minimum six years of professional experience in human resources management issues;
  • Experience in the design and development of programmes to enhance internal capacity and capability in organizations with a focus on internal mobility;
  • Experience in international organizations would be an asset;
  • Professional fluency in the English language with excellent written/spoken communication skills;
  • Flexibility and ability to meet deadlines;
  • Ability to establish and maintain effective working relationships with people of diverse national and cultural; backgrounds, while remaining impartial and objective;
  • Professional competence with MS Office and Windows applications, including word processing and e-mail.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
