The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization. |

Tasks and Responsibilities | ||
Reporting to the Chief, Recruitment Unit, the Internal Mobility Consultant will design an Internal Mobility Programme for the Organization for Security and Co-operation in Europe to support the sourcing of employees to fill temporary staffing needs, capability gaps within and across the Secretariat, Institutions and Field Operations as well as help build capacity of internal staff.
The Consultant will be tasked with the following activities:
Deliverables - Proposal of an Internal Mobility Programme for the OSCE focused on opportunities and potential obstacles given the Organization’s unique structure among International Organizations; - Communication Plan to address dissemination and socialization of information among stakeholders at various stages of the process including announcements, template emails and other relevant materials; - Project management plan to be used for the running of a pilot with information on scalability and replicability across Executive Structures for longer-term applicability; - Documentation templates and tool templates to manage, monitor and assess the programme in various stages. |

Remuneration Package | ||
Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates. | ||
