Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

Free expression and free media are basic human rights. To ensure compliance with media-freedom commitments agreed upon by participating States, the Office of the OSCE Representative on Freedom of the Media (RFoM) was established in December 1997. The function of the Representative is to observe relevant media developments in OSCE participating States with a view to providing early warning on violations of freedom of expression. The Representative concentrates on rapid response to serious non-compliance with OSCE principles and commitments by participating States. In case of serious problems caused, for instance, by obstruction of media activities and unfavourable working conditions for journalists, the Representative seeks direct contacts with the participating State and other parties involved, assesses the facts and contributes to the resolution of the issue. Another task is to assist participating States by advocating and promoting full compliance with OSCE principles and commitments regarding freedom of expression and free media. Assistance is typically provided in the form of legal analyses of legislation, organizing conferences and roundtables during which best practices are shared and promoted, preparing topical publications and guidebooks on media freedom matters and providing training seminars for media and government officials.

 

The OSCE Representative on Freedom of the Media is looking for qualified candidates to carry out an internship for a 3-6 month period as soon as possible.

 

Please note that OSCE internships are full-time (40 hour week). Candidates from non-EU participating States holding a student/resident permit in an EU country will require a D (working) visa.

     
Tasks and Responsibilities    
     
   

The intern is expected to carry out the following duties:

  • Assisting with research on freedom of expression and the free flow of information on the Internet;
  • Assisting with research on incidents of harassment, intimidation and assaults against journalists within the OSCE region;
  • Monitoring media-freedom issues in participating States as instructed;
  • Conducting general research assignments and assisting in creating written materials, including website content;
  • Translating and editing Russian/Turkish language documents related to RFoM activities;
  • Taking notes and drafting summaries at formal and informal meetings, including meetings of the Permanent Council and relevant committees;
  • Designing and layout of publications of the RFoM as required;
  • Perform other related duties, such as assisting with organizing meetings/events, as required.

Necessary Qualifications    
     
   
  • Applicants should be under the age of 30 at the time of the deadline date and from an OSCE participating State;
  • Minimum of two years of university studies or completed first or advanced degree in journalism, law, international relations, media development or related field;
  • Work experience/previous internships in international or regional organizations on Internet freedom or media freedom issues, or international or regional media freedom advocate bodies would be an asset;
  • Strong analytical, research and drafting skills;
  • Good organizational skills with ability to process and classify information quickly and efficiently;
  • Professional fluency in English, both written and spoken with excellent communication skills; Russian and/or Turkish language skills preferred;
  • Graphic design skills are an advantage;
  • Good IT knowledge, familiarity with Microsoft Office and Internet applications;
  • Ability to work in a team and establish and maintain effective working relations with people from different national and cultural backgrounds, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Please note that the OSCE is not in a position to pay any remuneration nor reimburse travel expenses. However, selected interns who are non-residents of Vienna may be eligible for some compensation towards their living costs in Vienna.

 

The internship lasts three (3) six (6) months and does not constitute a commitment to future employment with the OSCE.

 

The selected intern will participate in the group health insurance scheme at his/her own expense but the OSCE will cover life and disability insurance.
