Background:

The HCNM is tasked with early warning and early action in relation to tensions involving national minorities in and between participating States that may develop into conflicts. The High Commissioner is assisted in the conflict prevention mandate by political and legal advisers, as well as project officers and assistants.

Tasks and Responsibilities:

OSCE HCNM is looking for an intern for six (6) months who will work with all members of the team. Tasks and duties include: 

  • Assisting in preparing background material for HCNM trips to Eastern Europe, the Caucasus and Central Asia;
  • Conducting media monitoring and report on developments relevant to minority/conflict prevention issues in the Eastern European, Caucasus and Central Asian States;
  • Conducting background research on minority-related issues in Eastern Europe, the Caucasus and Central Asia;
  • Assisting in the preparation of relevant seminars, roundtables and other HCNM events;
  • Assisting political and legal advisers and project officers in tasks to support the implementation of HCNM project activities;
  • Participating in the section’s regular meetings and those of the Institution where appropriate;
  • Completing other tasks as required.

Necessary Qualifications:

  1. Applicants should be under the age of 30 and hold the nationality of an OSCE participating State;
  2. Students in the final year of higher education (university or other accredited institution) at graduate or postgraduate level, i.e., within one year of graduation, or recent graduates or postgraduates, with a background in humanities, social/political sciences, international relations or related field or related subject;
  3. Relevant working experience an asset;
  4. Professional fluency in English with excellent communication skills; working knowledge of Russian required;
  5. Basic knowledge of human and minority rights norms;
  6. Good understanding of minority issues, preferably in the former Soviet Union area;
  7. Strong analytical, research and drafting skills with the ability to do research with limited supervision;
  8. Good organizational skills with ability to process and classify information quickly and efficiently;
  9. Computer literate;
  10. Ability to establish and maintain effective working relations with people from diverse backgrounds, whilst maintaining impartiality and objectivity.

Remuneration Package:

Please note that the OSCE is not in a position to pay any remuneration during the period of internship, nor reimburse travel expenses. In lieu of remuneration, some compensation towards the cost of living may be offered to interns who are non-residents at the duty station.

The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations. 

The internship lasts six (6) months and does not constitute a commitment to future employment with the OSCE.
