The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management and training across the Organization. The DHR comprises Executive Management, Talent Management and HR Services.

 

The HR Services Section (HRS), as part of Department of Human Resources, is responsible for the development and implementation of HR management policies of the Organization, optimal utilization of human resources and evolution of Staff Regulations, Rules and Instructions. This includes the administration of the OSCE payroll and of the conditions of service for all categories of staff/mission members as well as management of the HR ERP system. HR Services also serves as the office of the OSCE Ethics Co-ordinator and focuses on continued implementation of the OSCE Ethical Framework.

 

The HR Services Section is looking for two interns to assist with its activities for 3-6 months to start as soon as possible. A competitive selection process will be carried out and successful candidates will be offered an internship in accordance with their availability and the needs of the Section.

Tasks and Responsibilities    
     
   

Intern for HR Policy and Procedures Unit

 

Tasks and Responsibilities:

 

The intern will work under the direct supervision of the HR Policy and Procedures Officer and will be tasked with assisting in the preparation, execution and follow-up of HR policy activities. He/she will be expected to carry out duties ranging from the following:

 

  • Review Institution/Mission Circulars and compile a compendium of such circulars, noting their position within the OSCE Common Management Regulatory System (CRMS);
  • Compile information and conduct research for current and/or upcoming HR policy development projects preparing background papers, as required;
  • Analyse precedents and practices throughout the Organisation and practices of other international organisations;
  • Providing administrative support to colleagues during the implementation of HR policy initiatives and operational tasks;
  • Draft report outlines and interoffice memoranda; take meeting minutes, upon request;
  • Following up with and dispatching relevant paperwork, and filing/archiving confidential and/or privileged information according to standard operating procedures;
  • Performing other related duties, as required.

Intern for Staff Administration Unit

 

Tasks and Responsibilities:

 

The intern will work under the supervision of the HR Officer and will be tasked to provide assistance with revision and compilation of HR standard operating procedures, as well as migration to a new filing structure of the Unit. The specific tasks will include, but not limited to:

 

  • Conduct research on the existing Standard Operating Procedures in the HRS-Administration Unit against the current CRMS;
  • Compile the established practices due to the update of CRMS and/or HR ERP system;
  • Analyse precedents and practices throughout the Organisation and practices of other international organisations;
  • Providing administrative support to colleagues during the implementation of HR policy initiatives and operational tasks;
  • Draft report outlines and interoffice memoranda; take meeting minutes, upon request;
  • Following up with and dispatching relevant paperwork, and filing/archiving confidential and/or privileged information according to standard operating procedures;
  • Performing other related duties, as required.

Necessary Qualifications    
     
   
  • Applicants should be under the age of 30 and from an OSCE participating State with a background in human resources management, business administration, law, and/or another related subject; students within one year of graduation from a university or other accredited institution of higher education at the graduate or postgraduate level, as well as graduates or postgraduates within two years of completing their degree, are eligible to apply;
  • Demonstrated gender awareness and sensitivity, ethical awareness and an ability to integrate a gender perspective into tasks and activities;
  • Strong analytical, research and communication skills, including a demonstrated ability to work in a multifaceted team environment;
  • Good judgement, professionalism and ability to handle sensitive information in a tactful and discreet manner;
  • Strong organizational skills with ability to process and classify information quickly, accurately and efficiently;
  • Demonstrated initiative and ability to work independently;
  • Customer service orientation;
  • Excellent IT knowledge, including familiarity with Microsoft Office and Internet applications;
  • Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, while maintaining impartiality and objectivity.
  • Professional proficiency in English including excellent drafting skills is essential; knowledge of other OSCE working languages is an asset;

Remuneration Package    
     
   

Please note that the OSCE is not in a position to pay any remuneration nor reimburse travel expenses. However, selected interns who are non-residents of Vienna may be eligible for some compensation towards their living costs in Vienna.

The internship lasts three (3) six (6) months and does not constitute a commitment to future employment with the OSCE.

The selected intern will participate in the group health insurance scheme at his/her own expense but the OSCE will cover life and disability insurance.
