Mandatory:
- Minimum six years of relevant professional experience in information analysis, data analytics, military-political analysis, journalism, or other relevant fields;
- Knowledge of, or experience, in working with qualitative and quantitative information to deliver a wide-range of custom analytics products, in particular in a conflict-related setting;
- The ability to effectively, accurately, and coherently communicate complex analytical thinking to a non-technical audience;
- The ability to implement and utilize technological tools and techniques to enhance analytical understanding and outputs;
- Proven ability to analyse information generated from a wide range of inputs, from open and closed sources;
- Ability to brief complex plans comprehensively, accurately and coherently;
- Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks, deadlines and priorities;
- Ability to work with minimum supervision in an environment where rapid response to emergencies is essential;
- Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate gender mainstreaming into reporting tasks and activities;
- Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

- Ability to operate Windows applications, including word processing and e-mail.
Desirable:
- Experience with databases including different types of geodatabases and information systems, in particular enterprise-level geographic information systems;
- The ability to co-ordinate effectively at many different-levels throughout all levels of the Monitoring Teams and SMM to advance common analytical understanding throughout the organization;
- Experience with establishing information flows, especially from difficult situations or in areas of limited infrastructure;
- Working knowledge of Ukrainian and/or Russian language(s);
- Experience of working in an international environment;
- Experience of working in Eastern Europe and/or knowledge of the region;
- Familiarity with OSCE policies, procedures, practices and organizational structure.

| Tasks and Responsibilities |
|
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Currently, women professionals are underrepresented in Operations. Qualified female candidates are therefore strongly encouraged to apply for this position.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.
The selected candidates will be deployed to Kyiv Head Office (HO).
Under the direct supervision of Chief of the Information Management Centre, as Information Analyst, you will perform the following specific functions:
- Undertaking qualitative and quantitative analysis based on Mission-generated information and data, assisting with the development of analytic products and workflows to supply regular and ad-hoc insight and analysis at the request of various units in the SMM;
- Delivering analysis of the military-political, social, and economic situation of Ukraine and the conflict in eastern Ukraine to a wide range of SMM units including the Office of the Chief Monitor, Operations, Reporting and Political Analysis, Human Dimensions, and Safety and Security;
- Presenting analysis in in-person, written, table, and visual formats, for a variety of internal and external audiences;
- Improving the analytical capability and develop fusion and information sharing within the Mission;
- Producing periodic inputs for regular reports by the Information Management Centre (IMC) and other SMM units;
- Working with the IMC to identify data quality issues, process improvements, and deliver regular data quality reports to better improve analytical output;
- Liaising with colleagues in the Monitoring Teams to establish analytical workflows and co-operation between field operations to continuously improve the quality of incoming information from monitoring activities;
- Co-ordinating with the IMC to utilize technical tools and information sources, including mapping, imagery analysis, and open source information in order to build more complete analysis;
- Promoting the expanded use of information analysis throughout the SMM;
- As envisioned by the Chief of the IMC, contributing to the strategic planning for analytics for the Mission, in cooperation with various users of analysis, including the Office of the Chief Monitor, the Deputy Chief Monitors, Head of Operations, Head of Reporting and Political Analysis, and the Chief of Security;
- Performing other related duties as required.
