Background    
     
   

The Office for Democratic Institutions and Human Rights (ODIHR) is seeking an experienced consultant to undertake the design and drafting of a training course on sensitive and respectful treatment of hate crime victims for the Enhancing Stakeholder Awareness and Resources on Hate Crime Victim Support (EStAR) Project.

 

ODIHR is the principal institution of the OSCE responsible for the human dimension of security. It is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and rule of law.

 

The Enhancing Stakeholder Awareness and Resources on Hate Crime Victim Support (EStAR) project is a two-year project, implemented between 1 January 2020 and 31 December 2021, and financed by the European Commission and the German Government. The project is implemented by the OSCE/ODIHR and VBRG - Association of Counseling Centers for Victims of Right-wing, Racist and Anti-Semitic Violence in Germany - across 41 OSCE participating States. The project aims to:

  •  set up and use a network of hate crime victim specialists from both government and civil society; 
  • improve the treatment of hate crime victims by criminal justice system bodies; 
  • improve structures available for supporting victims of hate crimes – particularly through strengthened integration of civil society.

 

The project has a victim-centered approach, and produces tools for improving protection and services for hate crimes victims and build capacity of service providers. 

     
Tasks and Responsibilities    
     
   

Objective

The objective of this consultancy is to develop a training course on sensitive and respectful treatment of hate crime victims. The Training Course aims to improve the knowledge and skills of the criminal justice system agencies and their representatives – namely, the police, prosecutor’s offices, and the judiciary – in treating the victims of hate crimes in a sensitive and respectful manner. The training course will be produced under the framework of the EStAR project.

 

Scope of assignment and methodology

The OSCE participating States have agreed to protect hate crime victims, providing them with effective access to justice and assistance and build the capacity of law enforcement to interact with victims of hate crimes. In line with these commitments, it is the responsibility of states to ensure sensitive and respectful treatment of hate crime victims.

Drawing on the recommendations outlined in the EStAR Model Guidance on Sensitive and Respectful Treatment of Hate Crime Victims in the Criminal Justice System (expected publication  in March 2021), the EStAR project will produce a 0.5 day training course designed to implement the recommendations contained in from the Model Guidance to improve knowledge and enhance the skills of criminal justice representatives who come into contact with hate crime victims to ensure they are treated in a sensitive and respectful way.

 

The training course is designed to:

  • Build the capacity of criminal justice professionals to engage with and assist hate crime victims in a sensitive and respectful manner; 
  • Ensure that police and prosecution practices serve to protect hate crime victims, respond to their needs and promote human rights and non-discrimination; 
  • Promote increased co-operation and communication among criminal justice agencies and with civil society and community-based organizations, and members of targeted communities; 
  • Support government officials, policy makers, support providers and provide guidance to efforts to strengthen the policy frameworks and practices for sensitive and respectful treatment of hate crime victims in the criminal justice system.

 

The training course on Sensitive and Respectful Treatment will build on learnings and recommendations within other EStAR materials; Understanding the Needs of Hate Crime Victims (EStAR Victims’ Needs Paper) and the information collected during mapping for the EStAR Baseline report on the State of Play of Support Structures and Specialist Services for Hate Crime Victims. It will also build on information from ODIHR’s and VBRG’s previous work: the ODIHR Hate Crime Victims in the Criminal Justice System:  A Practical Guide (Victims Guide) and the VBRG Hate Crime Victim Support in Europe – A Practical Guide (VBRG Guide), along with additional consultations and research as needed. 

 

Deliverables & indicative work plan

Under the supervision of the ODIHR EStAR Project Officer, the Consultant should submit the following deliverables in accordance with the agreed timeline. ODIHR will review the quality of the deliverables submitted and request any improvements necessary to reach the professional standards required.

 

 Main activities / Working days

  1. Meeting to discuss concept, structure and methodology of training course, and agree on an indicative timeline with deliverable dates - approximately 0.25 working day
  2. Conduct desk review of current ODIHR Training programmes as well as additional literature, prepare and submit a detailed outline of the training course. This should also include layout/proposed details for the trainer: annotated training agenda, course materials and national customization instructions - approximately 5 working days 
  3. Prepare and conduct Study Visit - Virtual Roundtable with identified EStAR expert network members: Present updated outline, discuss national training needs etc. - approximately 1 working day
  4. Prepare First Draft training course (space to conduct additional informative interviews, if needed - interviews can be arranged by ODIHR for EStAR Expert Members)  - approximately 7 working days
  5. Review EStAR Project team’s inputs and feedback, agree on adjustments and next steps - approximately 0.25 working day
  6. Incorporate all necessary edits and additions as identified by the EStAR Project team, submit Second Draft training course including draft training materials: annotated training agenda, course materials and national customization instructions - approximately 5 working days
  7. Review EStAR Project team’s inputs and feedback, agree on adjustments and next steps - approximately 0.25 working day
  8. Submit Third Draft training course including draft training materials: integrated agenda, course materials and national customization instructions for EStAR Expert Network Review - approximately 4 working days
  9. Review inputs and feedback by EStAR Project team and Network of Experts review agree on adjustments - approximately 0.25 working day
  10. Assist the EStAR Project team in preparations and delivery of 2 Online Pilot Trainings for national authorities in select countries - approximately 4 working days
  11. Finalize training course, incorporate any finding from pilot training exercises as well as finalize all additional materials as well as table of contents, annexes addressing any editorial issues (format/footnotes/headings), Submit Final Full training course and all final training materials - approximately 3 working days
     
Necessary Qualifications    
     
   
  • Advanced University degree in relevant subject e.g. law, political science, social science, human rights or related fields,
  • At least 8 years of experience in developing training course/modules/curriculum, training materials etc., preferably, for the criminal justice sector, namely police,
  • Demonstrated experience and skills in facilitating stakeholder/working group consultations and training,
  • Demonstrated knowledge of international and European standards in relation to victims’ rights,
  • Demonstrated knowledge and awareness of gender and diversity issues, and proven ability to integrate gender and diversity perspectives into products and projects,
  • Professional knowledge of English, including previous experience in drafting publications in English,
  • Excellent usage of Microsoft applications, including the ability to independently finalize a document for external use.

Remuneration Package    
     
   

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
