General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in relevant field(s)

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Minimum of six years of relevant professional experience in Imagery Analysis (IA) of military or civilian Organization and conflict-related subjects;
Thorough understanding of electro-optical (EO), infrared (IR) and synthetic Aperture Radar (SAR) sensors including analysis of imagery obtained from these sensors;
Experience in planning overhead and aerial imagery collection, preparing maps, charts, and reports;
Experience in operational planning;
Ability to work in a very dynamic and demanding work environment;
Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Demonstrated strong organizational and communications skills;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Ability to operate Windows applications including MS Word, Excel, Outlook as well as familiarity with internet search engines and techniques; experience with MS Access or other commercial databases desirable.

Desirable:

Experience in using imagery exploitation software;
Experience with imagery data storage and organizational methods;
Experience in liaising with international partners on imagery data and exchange information;
Working knowledge of Ukrainian and/or Russian language(s) is a distinct advantage;
Experience of working in an international environment;
Familiarity with OSCE policies, procedures, practices and organizational structure;
Experience of working in Eastern Europe and/or knowledge of the region.

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to improving gender balance among staff in all areas and levels within the SMM. Currently, female professionals are underrepresented within the Information Management Centre, including in the Operations Centre. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the guidance and supervision of the Chief of the Information Management Centre and in close co-operation with the Reporting and Political Analysis Unit and Operations Unit, the Imagery Analyst Officer shall provide analytical support of overhead and aerial imagery developed by a variety of sensor types. These include Unmanned Aerial Vehicles (UAVs), satellite imagery, camera surveillance systems and other electronic means deployed in the Mission area with the aim of supporting the Special Monitoring Mission's monitoring capacity. Specifically, she/he will be responsible for:

Analysing overhead and aerial imagery developed by photographic and electronic means and determining the location and dimensions of objects;
Researching, monitoring and analysing imagery data from different sensor types;
Preparing imagery analysis reports based on collected data and co-ordinating operational requirements for information systems with the operational users;
Preparing assessments of current short- and long-term trends based on collected data;
Supporting the Operations Unit and Reporting and Political Analysis Unit by providing recommendations for the information collection process and to daily/weekly reports based on analyzed imagery;
Liaising and communicating with the UAV Team, Camera Surveillance Team and providers of satellite imagery in order to support the operational planning process;
Producing imagery by analyzing images, fixed/moving targets and geospatial data, identify installations, facilities, weapon systems, military equipment, determine the location and dimensions of objects and defences;
Assisting with the transfer, storage, and organization of imagery;
Performing other duties as requested;
Work may be conducted in office and field locations in Kyiv and in eastern Ukraine.
