Please note that this is a temporary assignment for the duration of 5 months 29 days with the possibility of extension for another 5 months 29 days, subject to budget availability.

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination unit.

 

Information and Communications Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology (IT) in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of Information and Communications Technology (ICT) supported projects and infrastructure. Tasks and Responsibilities    
     
   

Under the direct supervision of the Deputy Director for ICTS, the project manager will manage the Microsoft-based IT-infrastructure upgrade project using the PRINCE2 project management methodology. More specifically, the project manager will perform the following duties:

 

  1. Creating, monitoring and maintaining the detailed project plans and documents, covering all project deliverables, milestones, required activities and tasks, and quality assurance methods; Adjusting the plan and project documents when needed;
  2. Providing  leadership, instruction, and motivation to temporarily assigned project team members;
  3. Identifying project personnel needs and establishing a staffing plan under known constraints as well as assigning duties, responsibilities and scope of authority to project personnel;
  4. Dividing project activities into work packages and assign these to the responsible internal and external groups; Managing internal work packages, and liaising with vendors and external consultants on their assigned work packages;
  5. Assessing and documenting the project risks, as well as managing risks and issues throughout the project;
  6. Establishing and implementing the project Communications Plan and coordinating with the technical implementation teams, external consulting companies, business units in the Secretariat and executive structures and OSCE senior management as required;
  7. Monitoring and reporting on project activities, ensuring the currency, quality and integrity of the information and providing regular reports to the Project Board and other stakeholders;
  8. Ensuring that project goals are accomplished within the approved schedule and budget;
  9. Following the standards and procedures for project reporting and documentation;
  10. Performing other duties as required.

Necessary Qualifications    
     
   
  • Second-level university degree in information technologies or computer science; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Certified PRINCE2 Practitioner; ITILv3 knowledge is desirable;
  • A minimum of eight years of experience as an IT Project Manager, with minimum five years of experience managing large, complex enterprise IT infrastructure projects; including experience in risk assessment within project management;
  • Experience of managing projects with large budgets  (< of US$ 1M);
  • Vendor management experience;
  • Experience working with project management tools (e.g. Microsoft Project);
  • Experience in managing enterprise IT Microsoft infrastructure operations (planning, budgeting, and supporting) as well as in managing upgrade projects of enterprise-wide Microsoft infrastructure (clients, servers and services) are highly desirable;
  • Professional fluency in the English language, with excellent oral and written communication skills;
  • Ability to effectively communicate with all levels of an organization as well as demonstrates sensitivity in working in a political environment and interacting with senior leadership
  • Ability to effectively guide and co-ordinate a small team of temporarily assignd project team members; 
  • Ability to set and manage customer expectations;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Previous experience in working within international organizations or in the public sector is desirable.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,667 depending on post adjustment. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme. Other allowances and benefits are similar to those offered under the United Nations Common System.
