Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its economic and environmental dimension commitments. Particularly, it provides support to the Electronic Interoperability Centre under the State Committee of Information Technologies and Communication of the Kyrgyz Republic in implementing digitalization projects related to the data exchange between government agencies and the provision of public services. The Office is establishing a roster of suitable candidates to be engaged in the implementation of the Economic and Environmental (EED) programme projects and to provide expertise in one or more of the following areas:

  • Digitalization of state agencies;
  • Business and financial analysis;
  • Reengineering of business processes;
  • Electronic ID and e-signature;
  • Administration of databases;
  • Software development;
  • Development of new and updating automated information systems.
     
Tasks and Responsibilities    
     
   

Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly:

  • Development and implementation of automated information systems in the framework of the concept of digital transformation "Sanarip Kyrgyzstan 2019-2023";
  • Development and introduction of electronic ID and e-signature platforms;
  • Improvement of the Unified Portal of Public Services;
  • Development and introduction of the National System of Electronic Messages;
  • Development of a methodology for calculating savings in the case of implementing electronic interaction (indicators, risks, expectations);
  • Drafting technical tasks, according to which a program will be developed for automatic calculation of indicators, trends, and statistics;
  • Study of information systems and a description of the principles of organization of business processes;
  • Development and study of automation projects of state and local government bodies;
  • Preparation of documentation on the description of entities, their relationships, and processes in the subject area;
  • Maintaining a set of documentation for the development, implementation and maintenance of software programs;
  • Coordination of development, testing, acceptance and implementation of software programs;
  • Designing a database of automated information systems;
  • Optimization of database performance of designed and existing information systems;
  • Analysis of systemic problems of information processing at the database level;
  • Monitoring of the database operation, collection of statistical information on the database operation;
  • Optimization of the distribution of computing resources interacting with the database.

Necessary Qualifications    
     
   
  • Higher education in IT, Business reengineering  or other related fields;
  • Relevant IT experience - at least 3 years in one of the above-mentioned areas;
  • Practical work experience - at least 2 years in the position of IT analyst / business expert, or performing analytical tasks in another role (requirements analyst, systems analyst, IT consultant, etc.);
  • Relevant experience of participation in IT projects - in the role of analyst on integration projects in government agencies, banks, or large system integrators, or telecommunications companies (over 1 year of experience);
  • Experience of interaction with developers (setting tasks and receiving results);
  • Understanding of the principles and stages of software development, understanding the differences between SCRUM and Waterfall;
  • Excellent speaking skills and accuracy in working with documentation;
  • An analytical mindset, a systematic and proactive approach, responsibility, ability to work both autonomously and in a team;
  • Knowledge of the methodology for collecting information, its analysis and formalization;
  • Knowledge of the basics of programming, building algorithms, and testing;
  • Knowledge in the field of financial, accounting, management accounting;
  • Ability to conduct financial analysis and financial reporting;
  • Skills in presenting information in a structured format and good communication skills;
  • Knowledge and experience of working with HTML5, XML, CSS3 (Less, Sass), REST, OAuth2/OpenID, JSON, CI/CD (Docker, Kubernetes);
  • Knowledge of programming languages: JavaScript, TypeScript;
  • Knowledge of frameworks and libraries: VueJS, React.JS, Angular.JS, JQuery;
  • Ability to work with GIT, Jira, PhotoShop, CorelDraw;
  • Knowledge of Kyrgyz and Russian languages; knowledge of English is an advantage;
  • Experience of working with state agencies and state enterprises is an advantage;
  • Timeliness and excellent communication skills.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
