Background

		OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime. The Mission is updating its roster of qualified candidates to provide temporary expert/consultancy assistance for the needs of its ongoing and future programmatic activities, within the scope of ICT services as follows: Software/Web Design Software/Web Development Network and Infrastructure Applicants’ successful placement on the Consultancy Roster is subject to their meeting the minimum qualification and skill level for the position, and does not express or imply any guarantee of engagement with the OSCE Mission to Skopje.

Tasks and Responsibilities

		Tasks and responsibilities of the consultant are specific to separate engagements and to the nature of the project in question. These may include, but are not limited to: Engagement with Mission beneficiaries to analyse the project needs and conditions for ICT expertise and interventions, Development of ToRs and Technical Specifications in line with the projects objectives for purchase of hardware, software, web portals, e-learning platforms, network infrastructure, Hands-on engagement on development of simple Web pages, new features for portals, e-learning lessons or modules, update and upgrade of existing systems, etc. Supervision of tasks and coordination of activities among the supplier, beneficiary and the Mission, Advise the Mission on the best solutions and options available on the market.

Necessary Qualifications

		Citizenship of or permanent residence in the Republic of North Macedonia University Degree in one of ICT disciplines of interest (Web design, Web Development, Network and Infrastructure Design) Minimum of 5 year practical experience in related fields Proven record of successful projects in the related fields of expertise Proven experience with project implementation in the public sector and/or government institutions Experience with OSCE or other International Organization in the country is an asset Up to date knowledge of current technologies and understanding of advanced ICT concepts.

Remuneration Package

		Remuneration shall be based on established OSCE rates, depending primarily on the nature of required services (e.g. complexity, difficulty and amount of work to be performed and the level of expertise required).
