The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

Tasks and Responsibilities: |

|
Under the direct supervision of the Chief, ICT, the incumbent is responsible for ODIHR ICT Systems Support, landline and mobile telephony, office automation packages/systems, application delivery and mobile computing. Specifically, the incumbent will perform the following duties:
- Assist users to use ICT resources effectively by providing systems orientation, information, and on-the-job training, and first-level help desk assistance for the standard office products (email, word-processing, spreadsheets, database, Internet technologies, workstation operating systems, printers, scanners, mobile and landline telephony, videoconferencing and various applications). Liaison with external providers to ensure appropriate level of ICT services.
- Contribute to the improvement of ICT support services by maintaining a Service Desk database of user problems and applied solutions, hardware and software assets, training, and support sessions provided, prepares Standard Operating Procedures and relevant user manuals and documentation.
- Assist users with help desk support for landline phones, mobile devices such as smartphones, tablets, laptops, tokens and other end-user hardware. Administers ODIHRs mobile devices management (MDM) system and telecommunications switchboard.
- Installs and sets up computer equipment for end users in offices and for meetings purposes including testing, implementing desktop and laptop images, office applications and tools, communication and multimedia devices.
- Act as systems administrator for the Active Directory of ODIHR by managing user and email accounts, setting up and maintaining printer queues, maintaining supplementary servers, carrying out necessary cabling and patching in wiring racks, and following emergency plans for equipment, power, or security failures when necessary to protect data and security, act as a backup system administrator when necessary due to the absence of other staff.
- Maintain equipment and applications by troubleshooting and performing minor repairs on IT equipment.
- Provide ICT support for activities related to Election Observation Missions by preparing standard installation packages and OS configuration for the Mission equipment. Occasionally help in deploying and preparing dedicated Mission ICT equipment.

Necessary Qualifications: |

|
|
- Completed secondary education;
- Minimum four years of experience in end-user support;
- Experience in the installation and maintenance of office computer hardware and software;
- Experience in Microsoft Windows operating system administration and support;
- Experience supporting computer communications packages (i.e. Internet-client site), videoconferencing software and equipment;
- Computer literate with practical experience with Microsoft applications and printer hardware;
- Experience identifying, analyzing and resolving hardware and software problems;
- Demonstrated ability to identify, analyse and resolve hardware and software problems;
- Demonstrated great customer service skills, listens carefully, and exercises patience and empathy;
- Good communication skills, able to prioritize work and deal with multiple requests at the same time;
- Ability to maintain the absolute confidentiality and security of OSCE and ODIHR information;
- Excellent written and spoken communication skills in English. Working knowledge of Polish is desirable.

Remuneration Package: |

 |
|
|
Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 56 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
