The office of the OSCE High Commissioner on National Minorities (HCNM) was established in 1992 to identify and seek early resolution of ethnic tensions that might endanger peace, stability, or friendly relations between OSCE participating States. The HCNM is seeking a motivated individual to join as the local ICT focal point to support the work of the Institution and its workforce. |

Tasks and Responsibilities |
||
* Responding to local user inquiries and providing solutions; * Assisting users in accessing ICT services and supporting their continued usage; * Providing briefings on software usage to end-users; * Continued monitoring of IT and communications systems for optimal functionality. * Recommending and carrying out required changes and updates to IT and communications systems. * Organizing first-line repairs to ICT equipment; * Liaison with (local) ICT companies in co-operation with procurement colleagues; * Creating and maintaining user access accounts; * Maintaining the Local Area Network (LAN) and ensuring its continued and uninterrupted operation and regular backup; * Implementing upgrades for optimal network performance; * Configuring and installing new servers in the LAN environment; * Testing, installing, and deploying hardware and software; * Implementing necessary security measures and related updates; * Maintaining orderly data records and supply stocks; * Reporting actual or potential security liabilities; * Establishing and maintaining contacts with ICT counterparts within OSCE; * Participating in efforts to further harmonize and enhance the HCNM ICT environment. |

Necessary Qualifications |
||
* Completed secondary education; * Four years of relevant ICT and/or Information Management experience. * Advanced computer literacy with practical experience supporting the functionality of a LAN and other relevant ICT functions. * Professional fluency in English. Knowledge of Dutch or one or more languages of relevance to HCNM would be an asset. * Ability to establish and maintain effective working relations with people of diverse cultural and religious backgrounds, gender, and political views while remaining objective and impartial. * Proven interpersonal skills |

Remuneration Package |
||
Monthly remuneration is EUR 3,381 (12 times per year). OSCE salaries are exempt from taxation in The Netherlands. Social benefits will include the possibility of participation in the Cigna medical insurance scheme and the OSCE provident fund. |
