The project “Supporting Water Resources Planning and Management in Eastern Ukraine” and other projects
Background information:
The OSCE Project Co-ordinator in Ukraine within the Economic, Environmental and Politico-Military Programme is implementing projects aimed at environmental protection and water management.
In 2021, the OSCE Project Co-ordinator in Ukraine is implementing the project “Supporting Water Resources Planning and Management in Eastern Ukraine”. The project envisages the development of the elements for the Don river basin river basin management plan, specifically, preparing the programme of measures in line with the “Directive 2000/60/EC of the European Parliament and of the Council establishing a framework for the Community action in the field of water policy” (EU Water Framework Directive). In addition, the project foresees activities to improve interagency co-ordination in response to water-related crises. The project is developed on the request of the State Water Resources Agency of Ukraine and aimed at equipping national authorities with planning tools and recommendations for interagency management of water resources in eastern region. These task will require the services of experts in the field of water management.
Taking the aforementioned into account, the OSCE Project Co-ordinator in Ukraine is seeking candidates to enlarge the roster of experts in hydrology to provide consultations during project implementation and further needs. It is expected that the below mentioned tasks will be completed by separate experts with relevant qualifications and professional experience. The tasks will be discussed with selected candidates, upon the needs. Please note that this is a consultancy assignment. The consultant will be required to work from home with the ability to travel if necessary.
Tasks:
1. Analyse international experience in developing a program of measures for the river basin management plan in line with the requirements of the EU Water Framework Directive and prepare the guidelines for local water managers about the programme of measures development.
2. Prepare thematic reports on casual chain analysis of the significant human impacts on the state of surface and groundwater bodies in the Siverskyi Donets river basin and recommendations with possible measures to protect water resources and minimize negative consequences.
3. Define environmental objectives for the Siverskyi Donets river basin, based on the results of analysis of significant human pressures and their impacts on the state of surface and groundwater bodies.
4. Conduct consultations with local authorities on the main environmental problems for water resources in the Eastern region, discuss and justify possible measures to improve the ecological status of surface water and groundwater bodies in the river basin.
5. Prepare a plan for hydrochemical and radiological studies of surface and groundwater to be included into the surveillance monitoring program.
6. Prepare the program of measures to achieve environmental objectives for the Siverskyi Donets river basin, considering the results of human pressures and impact assessment on the state of water bodies (point and diffuse pollution, hydromorphological changes), as well as the results of consultations with local authorities.
7. Perform other related tasks, as required.
Necessary Qualifications:
• University degree in natural sciences, particularly hydrology, hydrogeology, hydrochemistry, hydroecology or other adjacent fields;
• Minimum 5 years of professional experience in the field of water resources planning and management, including planning and conducting studies on the assessment of the status of surface and/or groundwater and monitoring;
• Proven experience working with national water entities; experience in the Siverskyi Donets river basins will be an advantage;
• Experience in implementing the requirements of the EU Water Framework Directive (2000/60/ EC) and its Guidance Documents;
• Computer literacy and skills to work with geographic information system software;
• Excellent analytical and communication skills;
• Professional knowledge of Ukrainian, knowledge of English would be an advantage.
Remuneration Package:
According to the PCU consultancy fees guidelines.
