Background information:
In 2018 the OSCE Project Co-ordinator in Ukraine (PCU) within economic development, environmental and politico-military programme will be implementing activities aimed at improving water resources management, in particular the projects foresee the development of the monitoring programme of the Don river basin and performing the transboundary diagnostic study (TDA) for the Dniester River basin in line with the requirements of the EU Water Framework Directive (WFD). Activities aiming at improving national capacity for monitoring of water resources in the Don river basin resulting from the research and recommendations, prepared by the OSCE PCU in 2017 in the framework of the "Assessment of environmental damage in eastern Ukraine" Project. Development of the transboundary diagnostic study in the Dniester river basin is planned in the frame of the UN Global Environment Facility (GEF) Moldovan-Ukrainian project “Enabling transboundary cooperation and integrated water resources management in the Dniester River Basin”. The OSCE PCU requires services of the experts in hydrology and related fields to carry out the assessment of the mentioned river basins in line with the specified assignments.
It is expected that each of the below mentioned tasks will be completed by a separate expert with relevant qualifications and professional experience. Please note that this is a consultancy assignment. The consultant will be required to work from home with the ability to travel if necessary.
Task:
1. Identification and delineation of surface and ground waters - Collection of information for the identification of surface water and groundwater bodies
- Identification of surface water bodies types for each category
- Delineation surface water and groundwater bodies for the mentioned river basins in accordance with the respective Methodology to be endorsed by the Ministry of Ecology and Natural Resources of Ukraine
- Development of shape-files of delineated surface water and groundwater bodies
- Aggregation of the identified water bodies to optimize monitoring
2. Surveillance monitoring and determining ecological and chemical status of representative surface water bodies
- Planning and conducting hydromorphological study
- Planning and conducting study of hydrobiological parameters (including phytoplankton, bottom invertebrates and fishery)
- Planning and conducting study of chemical and physico-chemical parameters
- Determination of the ecological status of surface water bodies
- Planning and conducting assessment of the chemical status in accordance with the parameters specified in the List of pollutants for determining the chemical status of surface water and groundwater bodies and the ecological status of heavily modified and artificial water bodies; and basin-specific pollutants
- Establishing reference conditions for certain types of surface water bodies
3. Pressure and impact analysis and risk assessment of the surface water and groundwater bodies
- Identification of the pressures from human activities having effect on the status of surface water and groundwater bodies
- Identification of the main impacts on the status of surface water and groundwater bodies (point and diffuse sources of pollution, hydromorphological changes, etc.)
4. Determining reference conditions and mapping protected zones (territories) - for the Dniester basin
- Emerald network of areas of special conservation interest
- Sanitary protection zones
- Zones for protecting valuable water resources
- Surface water /groundwater bodies for recreational, therapeutic purposes and bathing
- Areas vulnerable to (accumulation) of nitrates
5. Analysis of transboundary aspects of Dniester basin management - Identification of the sources of information for transboundary diagnostic analysis (TDA), and contributing to the TDA content and strategic action plan (SAP), data collection for a national report - according to Art. 5 EU Water Framework Directive
- Conducting (moderating) discussions on casual chain analysis
- Coordination of activities (methodology, mapping) between Moldovan and Ukrainian experts and preparation of the thematic reports on transboundary anthropogenic impacts
Necessary Qualifications:
• University degree in natural sciences, particularly hydrology, hydrogeology, hydrochemistry, hydroecology or other adjacent fields;
• Minimum 3 years of professional experience in the field of water resources management, surface and / or ground water assessment and monitoring;
• At least 3 years of practical experience in planning and conducting studies on the assessment of the status of surface and/or groundwater, specifically physicochemical, chemical, hydromorphological and hydrobiological parameters;
• Good knowledge of the requirements of national water monitoring system, experience of working with national monitoring entities; experience in the Dniester and Don river basins will be an advantage;
• Ability to work with a large data sets;
• Experience in implementing the requirements of the EU Water Framework Directive (2000/60/ EC) and its Guidance Documents (CIS);
• Work experience on the GEF methodology for TDA and SPD (for Dniester, paragraph 5) would be an advantage;
• Computer literacy and skills to work with geographic information system software;
• Excellent knowledge Ukrainian, Russian, knowledge of English would be an advantage;
• Excellent analytical and written skills.
Remuneration Package:
According to the PCU consultancy fees guidelines.
