General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in the area of monitoring of human rights
  • Experience working with national authorities and civil society organizations
  • Knowledge of international human rights standards and relevant OSCE principles and committments
  • Strong analytical and problem solving skills
  • Professional fluency in the English language and ability of drafting documents under pressure and within short deadlines
  • Experience in project management and implementation
  • Capacity to establish and maintain a good working relation with communities and civil society organizations working in his/her area of competence
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and political judgment
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Working knowledge of Russian language is highly desirable
  • Prior field experience with UN, OSCE or similar international organization
 
 
 
 
Tasks and Responsibilities

Under the guidance and direction of the Chief Monitor and Deputy Chief Monitor, the Human Rights Adviser:

1. Maintains an up-to-date knowledge of fundamental freedoms and human rights situation in the Mission area; 2. Identifies related issues related to fundamental freedoms and human rights, analyses their implications and provides the Mission with advice and recommended follow up; 3. Provides guidance and expert advice to the work of the Mission in the area of fundamental freedoms and human rights, including on facilitating dialogue on related issues; 4. Liaises with OSCE Democratic Institutions and Human Rights (ODIHR) and the Office of the Representative on Freedom of the Media (FOM), other international organizations and civil society active in the field of fundamental freedoms and human rights, 5. Performs other duties as assigned.

Note: A secondment for an initial period of up to six calendar months is envisaged, subject to extension.
