General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Knowledge of the internal functioning of criminal justice institutions
  • Knowledge of human rights aspects of criminal justice work (policy and procedure)
  • Professional fluency in the English language
  • Demonstrated cultural sensitivity and judgement to local conditions and communities
  • Flexibility and ability to work under pressure and within limited time frames
  • Strong analytical and problem solving skills
  • Strong communication and negotiation skills
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

 

Desirable:

  • Knowledge of the regional political situation and the legal system in the mission area
  • Work experience in law enforcement within transitional societies
  • Work experience in capacity building activities within governmental and judicial structures
  • Knowledge of the local languages or most common lingua franca spoken in the mission area
  • Knowledge of international and European legal standards

 

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief of Law and Justice Section, the incumbent:

 

  1. Monitors the regional human rights and criminal justice institutions and provides advice on measures towards ensuring compliance with applicable international and European human rights standards
  2. Identifies and reports on specific human right cases, trends and issues
  3. Raises awareness of regional criminal justice institutions on human rights and sustainable human rights capacity and compliance
  4. Identifies human rights related capacity building needs and advises the regional human rights institutions on actions, strategies and policies that address those needs
  5. Provides specific recommendations, when appropriate, to the relevant institutions within Kosovo
  6. Drafts thematic and performance reports
  7. Liaises with other teams; and
  8. Performs other duties as required
