General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Sound knowledge of international legal standards and ability to understand domestic legal provisions
  • Experience in establishing contacts and working effectively with a wide range of government officials, civil society representatives and organizations
  • Ability to apply policies and laws to obtain tangible results
  • Professional fluency in English, both oral and written
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Ability to operate Windows applications, including word processing and e-mail
  • Ability and readiness to work in a stressful environment under time constraints
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity

Desirable:

  • Knowledge of the political and legal framework of Bosnia and Herzegovina
 
 
 
 
Tasks and Responsibilities

The Human Rights Adviser, Economic and Social Rights co-ordinates intervention strategies with Human Rights Officers in the field and in the Headquarters, and maintains effective contact with relevant State and entity-level bodies. The incumbent focuses on domestic legislation and international standards (their application, impact and compliance) devising effective political interventions and related advocacy with the aim of securing the progressive implementation of economic and social rights and provides support to other staff in the Mission in their work with entity, Cantonal, and municipal bodies. The Economic and Social Rights portfolio presently covers social assistance, social housing and healthcare. Specific duties include:

  1. Reviews policy and planning pertaining to economic and social rights to identify gaps or overlaps and devises effective strategies to fill or remove these gaps;
  2. Analyses information provided by the field officers through field surveys, co-operates with the Head of the Human Rights Section to devise concrete recommendations, and works closely with field officers to translate these recommendations into effective intervention strategies at the local level;
  3. Advises the field officers on how to evaluate the impact of their local interventions, and ensures that the application of good practices is communicated throughout the field and Head Office;
  4. Develops contacts with the State-level institutions responsible for protecting economic and social rights and maintains these relationships to ensure that human rights standards are mainstreamed into the work of these institutions;
  5. Works closely with the Senior Human Rights Officers, Head of Field Offices and Human Rights Officers in the field to keep track of policy developments at entity, cantonal and municipal levels, assesses the impact of these developments on overall policy, and advises on appropriate strategies to address any issues arising;
  6. Works with other International Community (IC) actors to co-ordinate strategies to increase awareness of economic and social rights;
  7. Works with the civil society to develop effective advocacy strategies that with priorities and implementation strategies of the programme on economic and social rights issues;
  8. Drafts or provides input in drafting of key reports on economic and social rights;
  9. Represents the Mission in meetings at State level and with IC actors;
  10. Supervises one national staff member;
  11. Performs other related tasks as required.
