The OSCE Special Monitoring Mission (SMM) to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Human Resources Clerk with its main Office in Kyiv.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.
Under the direct supervision of National Human Resources Officer, the incumbent provides a variety of clerical, administrative, and secretarial support services in Human Resources Unit according to predefined work schedule and in accordance with the OSCE SMM Regulatory Framework. The Human Resources Clerk will perform the following tasks:
Providing general secretarial and clerical support to Human Resources Unit providing assistance to visitors, informing and directing them to the appropriate Human Resources staff; answering office telephone calls; receiving, directing and mailing all hard copy correspondence and documentation, and ordering office stationary and office supplies coping, scanning and printing various documents as requested by supervisors; maintaining and updating files of reports, personal files, recruitment files, correspondence and other relevant material; keeping records of reports received from the field; classifying and coding material being filed;
Preparing documents of the international Mission members for the Ministry of Foreign Affairs (MFA) of Ukraine regarding issuance, extensions and expirations of diplomatic cards; preparing application forms, collecting passports and arranging delivery of all documentation to the MFA; collecting issued cards and registered passports from the MFA and delivering to staff; Maintaining filing system in the Human Resources Office by creating files for new Mission members, ensuring that all personnel files are continuously maintained, updated and safeguarded in permanent custody and in locked cupboards according to the relevant staff instruction; processing documentation and prepares reports relating to personnel activities (staffing, training, performance evaluations etc);
Filing relevant documentation in established filing and document management systems, both paper-based and electronic, ensuring documents are properly organized;
Performs other duties as assigned.
Ukrainian citizenship or holding permanent resident status in Ukraine;
Completed secondary education;
Minimum two (2) years of relevant work experience in an office environment preferably in the HR field in an international set up;
Computer literate with practical experience in Microsoft applications;
Excellent written and oral communication skills in English, Russian and Ukrainian;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
Flexibility and ability to work under pressure and with limited time frames.

Monthly remuneration, subject to social security deductions is 739.25 Euro/month. Social benefits will include participation in the Cigna Health Insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
