General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in human resources, personnel management, public/business administration, or related field or proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Minimum of six years of progressively responsible experience in human resource management, preferably as a Human Resources (HR) Business Partner;
Experience in an international organization, preferably partly in a mission environment;
Excellent general HR knowledge and expertise;
Effective interpersonal skills, able to influence effectively and build partnerships and consensus, in teams and with stakeholders;
Professional fluency in the English language, including oral and written communication skills, ability to write and present ideas, concepts and policy positions;
Ability to handle confidential and sensitive information with appropriate controls;
Strong problem solving and analytical skills;
Possesses a high degree of sensitivity and change management abilities to intercultural personnel and organizational dynamics;
Ability to plan, organize, and prioritize multiple and simultaneous Human Resources related projects and programs in a changing environment;
Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
Flexibility and ability to work under pressure and with limited time frames;
Ability to operate Windows applications, including word processing and e-mail.

Desirable:

Experience in working in Eastern Europe and/or knowledge of the region;
Experience with the OSCE and/or other international organizations;
Working knowledge of the Ukrainian and/or Russian language(s).

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women, to apply for this middle management position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Reporting to the Head of Human Resources, as Human Resources Business Partner you will focus on aligning Human Resources (HR) activities with the SMM administrative and operational tasks and needs by (i) providing a comprehensive, professional and efficient service, offering strategic and operational support, advice and information to the senior managers of the Central and Western Monitoring Teams; and (ii) working with Monitoring Team management and staff, as well as with other members of the SMM Human Resources Unit, in the areas of employee relations, reporting, resource planning, analysis and oversight of human resource policies and procedures, development. You will support an overall co-ordinated Organizational-wide approach to the development, management, and implementation of HR activities and more specifically, will be responsible for the following:

Developing close and effective working relationships with the Central and Western Team Leaders and other appropriate managers to ensure that HR policies are implemented, that HR services are integrated to meet operational needs, and that HR activities are in line/compliance with the SMM's human resources strategy;
Providing guidance and support to managers and staff on issues related to HR, including outreach and recruitment, benefits and entitlements, and human resources (HR) policies, guidelines, development of succession plans, procedures and standard operating procedures (SOPs);
Acting as the first point of contact for line managers in assisting and advising on employee relations and employee welfare issues;
Actively identifying gaps, proposing and implementing changes necessary to improve the professional and operational effectiveness;
Providing efficient, timely and accurate information to enable both forward planning and measurement of staffing-related activities;
Providing technical contributions on HR strategic planning/discussions on the direction of human resource services, goal setting and annual work planning;
Providing support to managers in terms of OSCE Rules and Regulations and disputing resolution, e.g. interpreting relevant rules and regulations and providing advice to managers as required; attending meetings with staff and with staff representative groups, as required;
Implementing and maintaining the highest professional standards for all human resource activities in accordance with OSCE/SMM policy and good practice;
Performing such other duties as assigned.
