Background:  
   

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.

The Human Resources Unit (HRU) is a part of the Common Services Department of the OSCE Office for Democratic Institutions and Human Rights (ODIHR). The HRU ensures that ODIHR programmes have a capable and committed workforce that provides support, assistance and expertise to all stakeholders to promote democracy, rule of law, human rights and tolerance and non-discrimination.

     
Tasks and Responsibilities:  
   

The Human Resources Assistant provides hiring programme managers with timely advice on policy, procedures and standards for recruitment and provides assistance and advice throughout the recruitment and selection process to ensure the efficiency and effectiveness of recruitment activities related to all categories of OSCE staff, interns, and consultants.

Under the direct supervision of the Chief, Human Resources Unit, the incumbent performs the following functions:

  1. Ensuring that the most qualified and most experienced staff are recruited by consulting with hiring managers to clarify requirement and specific recruitment activities and developing and implementing recruitment plans;
  2. Supporting the efficient selection of staff by providing hiring managers and boards with timely information and advice on related policies, procedures and standards;
  3. Supporting the efficient administration of the ODIHR Internship programme by providing hiring managers with advice on related policies and standards, ensuring the Internship programme continuity and planning;
  4. Supporting the effective award and administration of consultant agreements by reviewing proposed contracts and fee provisions, preparing purchase orders and verifying performance evaluations;
  5. Ensuring that all relevant OSCE procedures are followed, and that files and records are established and kept in line with the OSCE regulatory framework;
  6. Performing other related duties as required.
     
Necessary Qualifications:  
   
  • Completion of secondary education; post-secondary training in human resources related issue is highly desirable;
  • A minimum of four years of directly related experience, with at least one year in an international organization;
  • Very good computer skills in word processing, spreadsheet and database software ;
  • Excellent written and oral communication skills in English;
  • Ability to provide information and advice on recruitment and selection policies, procedures and requirements for hiring supervisors and applicants;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:  
   

Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees. Appointments are normally made at step 1 of the applicable OSCE salary scale.
