Background    
     
    OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of Human Resources Assistant in the Fund Administration Unit. The OSCE is committed to achieving a better balance of women and men within the Organization, and seeks for candidates who meet the core values and competences of the organization.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Human Resources Officer, the incumbent carries out the following duties:

 

  1. Maintains database by updating data related to leave and overtime;
  2. Prepares Special Service Agreements;
  3. Enters supplier/employee information into the Enterprise Resource Management software;
  4. Enters bank details and payroll deductions;
  5. Assists in maintaining archives of the Personnel Unit;
  6. Maintains Official Travel Authorisation database and deals with other administrative related duties;
  7. Performs follow-up on the Performance Evaluation process by sending reminders to MT/PH/FPB staff on overdue  Performance Appraisal Report (PAR) forms;
  8. Assists in all the steps of the recruitment process, including sending invitations to candidates, taking minutes during the interviews, administering the written tests, and preparing draft reports;
  9. Administers written tests, codes them and forwards to the interview board for evaluation;
  10. Participates in the interview process as a representative of HR and the secretary of the interview board; takes minutes of the interview and prepares the first draft of the of the Selection Report.
     
Necessary Qualifications    
     
   
  • Citizen or permanent resident of Montenegro;
  • Completed secondary education supplemented by post-secondary studies or training in administration;
  • Minimum 3 years of work experience in human resources matters or general administration, including office management;
  • Computer literate with practical experience in Microsoft software applications and large computer systems;
  • Excellent written and oral communication skills in English and in the local language;
  • Holding valid driving licence.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1,126.67 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
