The incumbent is responsible for human resources matters in the OSCE Programme Office in Bishkek.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of the National Human Resources Officer, the Human Resources Assistant is responsible for assistance in the administrative procedures concerning human resources management:
1. PERSONNEL ADMINISTRATION
- Assists National Human Resources Officer with processing requests from the staff, as well as the outside organisations;
- Assists mission members with clearance/check out procedure, makes sure that mission members separation is processed in accordance with OSCE Instructions. Coordinate with FAU and programme staff on required administrative actions;
- Assists in processing of the SSAs and enter them into ORACLE, if necessary;
- Assists in processing documentation related to medical insurance (Cigna) and Provident Fund claims, if necessary;
- Maintaining an individual and updated daily leave and attendance record for all international and national staff, and an appropriate personnel records such as annual leave, home leave, sick leave, hospitalisation and assignments for all international and national core staff and enters the information in ORACLE;
- Assists in maintaining archives of the Human Resources Section. Maintains Personnel data base and all personnel related documentation of ExB and UB staff in a proper filing system;
- Makes sure that all HR/Personnel related forms are regularly amended and relevant mission members are informed;
- Makes sure that internal electronic Human Resources database is maintained in proper way, when required make updates removing unused folders;
- Brief staff on HR entitlements;
- Assist in preparation and during the training courses, including training administration in the system.
2. PAYROLL ADMINISTRATION (as backstopping option)
- Processes monthly payroll for International and National staff under the Unified Budget and staff covered through extra-budgetary projects;
- Makes monthly payroll entries such as: BLA deduction, vehicle private usage and phone calls deductions, overtime entries, salary/BLA advances, updates payment methods and other salary related elements;
- Processes entries for short-term staff;
- Assists National Human Resources Officer with payroll related reporting such as monthly overtime reports, leavers and starters HL and RRL reports, etc.;
- Provides status reports on staffing, personnel, and other HR reports.

Necessary Qualifications |
|

|
- Completion of Secondary Education supplemented by formal training in administration or personnel;
- Minimum of 4 years work experience in the personnel administration or office work, preferably with an international organization;
- Computer literate with practical experience in Microsoft packages, experience with Oracle system would be a strong asset;
- Excellent written and oral communication skills in English, Russian and in local language;
- Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 812.33 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
