Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Human Resources Assistant with its field offices in Donetsk and Kramatorsk.

NOTE: This is a short-term position; expected duration of appointment/assignment is about of 5 months and 29 days. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities
     
   

Under the direct supervision the Administrative Officer and overall guidance of the Director of Administration and Finance/Human Resources in HQ. Human Resources Assistant assists with HR administration of Mission Members in the following services:

 

  1. Acts as a first point of contact for Human Resources related issues in the assigned location;
  2. Applies and when necessary interprets OSCE Staff Rules and Regulations and advises Mission Members accordingly; provides answers to HR related questions, for more complex issues seeks advice from Kyiv Head Office;
  3. Provides additional briefings to Mission Members in the Monitoring Team( MT)/ Patrol Hub (PH)/Forward Patrol Base (FPB) on HR topics including HR administration, Recruitment and training;
  4. Coordinates closely with the HR Section in the Kyiv Head Office on changes in policies and procedures, as well as their correct interpretation;
  5. Processes data entry concerning leave requests and other HR forms in a timely manner and updates the MT/PH/FPB staff attendance records used for calculation of Hazard Pay,  processing payroll and forwards all necessary and requested paperwork to Kyiv Head Office;
  6. Performs follow-up on the Performance Evaluation process by sending reminders to MT/PH/FPB staff on overdue  Performance Appraisal Report (PAR) forms;
  7. Organizes selection interviews in the MT/PH/FPB by communicating with the short-listed candidates and arranging interview schedules for locally recruited positions;
  8. Administers written tests, codes them and forwards to the interview board for evaluation;
  9. Participates in the interview process as a representative of HR and the secretary of the interview board; takes minutes of the interview and prepares the first draft of the of the Selection Report;
  10. Is the point of contact for Training related questions and coordinates accordingly with the Training Focal Point in the location and Training Unit in the Head Office;
  11. Performs other related duties as assigned.

 

     
Necessary Qualifications
     
   

The candidates should have the following minimum qualifications:

 

  • Citizenship of Ukraine;
  • Secondary education supplemented by specialized studies in Administration, HR management;
  • Minimum 4 years of working experience in a national or international large administrative set up with practical experience in administration or clerical work with coordination type of functions;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Excellent computer skills in Microsoft Office application experience with ERP systems desirable;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package
     
   

Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme.
