Mission Specific Requirements |

Additionally, this particular post has specific requirements:
Mandatory:
- Knowledge of international and European human rights standards;
- International field work experience in monitoring, reporting and policy making;
- Field experience in one or more of the following areas: legal, human rights, minorities, education or social sciences;
- Management and team-building experience;
- Professional fluency in the English and Russian language and the ability to draft documents clearly and concisely;
- Ability to establish contacts as well as the ability to work with government officials and institutions;
- Strong analytical and problem-solving skills;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
- Cultural sensitivity and judgement;
- Interpersonal and diplomatic skills;
- Flexibility and ability to work under pressure and with limited time frames;
- Ability to operate windows applications, including word processing and e-mail.
Desirable:
- Knowledge of human rights issues and legal system in the mission area and Central Asia region
- Experience of working in Central Asia
- Experience in negotiation/mediation and/or capacity building with governmental authorities

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the general direction and supervision of the Head of the OSCE Centre in Ashgabat, the incumbent will be responsible for the management of the human dimension and democratization work. Specifically, the Human Dimension Officer will be responsible for:
- Monitoring and reporting on legal developments and the human rights situation;
- Assisting in developing, co-ordinating and implementing legal and human rights development activities and education/training programmes;
- Establishing and maintaining contacts with local authorities, universities, research institutions, and NGOs;
- Developing initiatives to support the process of development of civil society, elections and gender issues;
- Implementing the Centre's projects in the areas of responsibility;
- Preparing and disseminating information about OSCE activities, role and standards in human dimension;
- Assisting in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
- Performing other related duties as required.
