General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Experience in international law or European and/or international human rights law and conventions
  • Experience of working with a wide range of stakeholders, particularly in the field of human rights and democratization
  • Project management experience, including budget management
  • Professional fluency in English and Russian languages
  • Strong analytical, problem solving, advocacy and mediation/facilitation skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity, cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Working knowledge of Romanian language
  • Experience of working in the CIS (Commonwealth of Independent States) and knowledge of regional affairs
  • Knowledge of OSCE principles and commitments

 

 
 
 
 
Tasks and Responsibilities

Under the general direction and supervision of the Head of Mission, the incumbent acts as the Mission's Senior Advisor on human rights and democratization. Specifically, the Human Dimension Officer* performs the following duties:

 

  1. Monitors and reports on the human rights situation and democratization process in the Mission area, including minority issues;
  2. Provides advice on human rights and democratization issues to the Head of Mission and other Mission members;
  3. Initiates, develops, co-ordinates and implements human and minority rights development, democratization activities and education/training programmes of the Mission; and/or assists other OSCE institutions (Office for Democratic Institutions and Human Rights, High Commissioner on National Minorities) in the development, co-ordination, and implementation of such activities in the Mission area;
  4. Maintains and facilitates contacts with NGOs and promotes their development, activities, and co-ordination;
  5. Maintains and facilitates contacts with governmental institutions, other authorities and international organizations;
  6. Supervises national staff working on human rights and democratization issues;
  7. Performs other duties as required.

 

* Note: Please note that the assignment will cover the period from 01 June 2011 to 31 August 2012 and is subject to extension. Timely deployment is crucial.
