Mandatory:

Experience in human rights and rule of law, including monitoring and implementation of the related legislation

Experience liaising with representatives of governmental and non-governmental structures

Knowledge of international human rights law and its relevant mechanisms

Experience in project management and development including education/training issues

Professional fluency in the English language, including excellent drafting skills

Working knowledge of the Russian language

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
Desirable:

Experience working in the area of Commenwealth of Independant States (CIS), particularly in Central Asia

Tasks and Responsibilities |
Under the general direction and supervision of the Head of the OSCE Centre in Astana, the Human Dimension Officer will be responsible for the management of human dimension activities. Specific duties include:

Develops and implements human rights development activities and education/training programmes;

Participates in developing, co-ordinating and implementing projects within the Human Dimension Department in response to the identified needs and priorities;
-
Monitors the local human rights and rule of law situation in the country;
-
Establishes and maintains contacts with local and national authorities, NGOs, universities and research institutions as well as with international organizations and other field operations;
-
Assists in arranging OSCE regional events, inter alia, regional seminars and visit to the area by OSCE delegations, as well as other events with OSCE participation;
-
Ensures the co-ordination of activities with OSCE institutions and external partners;
-
Supervises a team of national staff;
-
Performs other related duties as required.
